Local Autonomy Law 지방자치법

Admitted to the Ohio bar in 1914, Florence Allen opened her own law office in
Cleveland, volunteered for legal aid work, and participated in local party
politics.

Before Social Security existed, Americans worried that they would not be able to support themselves if they lost their jobs.
A worker who lost his job could turn to local groups that provided charity or relief, but many Americans were ashamed to ask for help.
Then in 1935 Congress passed the Social Security Act.
This law said that almost all workers had to pay a small part of their income to a special government fund.
Then if the worker lost his job, the government would pay him money out of the fund.
Now Americans knew that if they lost their jobs, they would still be able to survive.
And they were not ashamed to take Social Security because they knew that they had already worked to earn it.
사회보장제도가 존재하기 이전 미국인들은 그들이 만약 직업을 잃는다면 자신을 부양할 수 없을 거라고 걱정을 했다.
직장을 잃은 근로자들은 자선이나 구제를 제공하는 지역단체에 기댈 수 있었지만 많은 미국인들은 도움을 요청하는 것을 부끄러워했다.
