Government labor affairs officials, who had a busy spring trying to
help settle disputes at large companies, especially those at state-run
corporations, now face the even harder task of preparing for the ``Blue
Round'' being pushed by the United States and the European Union.
대기업, 특히 국영기업체의 노사 분규 타결을 이끌어 내기 위해 분주한
봄철을 보냈던 노동 관련 부처의 공무원들은 이번에는, 미국과 유럽에서 제
기하는 "블루 라운드"에 대비해야 하는 더 힘든 과제를 맞고 있다.

The Korean Confederation of Trade Union(KCTU) has withdrawn from the
Tripartite Committee, comprised of labor, management and government
sectors.
The worry became a reality and even more concerning is that the other large
union organization, the Federation of Korean Trade Union (FKTU), is
preparing to back out this week, as well.
After only 13 months have expired since its creation, the Committee is in
danger of extinction. It will almost certainly cause additional instability in the
labor market.
민주노총의 노사정 (勞使政) 위원회 탈퇴로 우려하던 상황이 결국 현실로
나타나고 말았다.
한국노총도 26일 대의원대회를 열고 노사정위 조건부 탈퇴를 선언할
움직임이어서 노사정위는 출범 13개월만에 좌초 위기에 빠지고 대립과 갈등의
소모적인 노사관계가 재현될 가능성이 커졌다.

If the economy sinks and the nation turns its back on labor union, it will be the
laborers who will suffer twofold.
경제가 가라앉고 국민이 외면해선 노동자들은 이중으로 고통 받을 것이다.

The uncertain economic conditions of recent years have caused union and
management representatives to explore many ways of handling labor problems.
Workers have always wanted to share in the profits when the company has
good times.
Now management representatives are saying, "Fine. We'll share the profits
with you―if you'll share the losses with us."
Workers are having to decide whether they are willing to take the chance
of salary and benefit cuts in bad times. They are having to decide whether
job security is more important than other benefits.
In effect, they are having to decide whether they are willing and able to
pay the cost of sharing.
지난 여러 해 동안 경제 사정이 불투명했기 때문에 노사 대표들은 노동 문제를
해결하려는 많은 방법들을 모색해 왔다. 근로자들은 회사가 호황을 맞았을 때
이익을 나누어 받기를 원했다.
사용자 측 대표들은 이렇게 말한다. "좋습니다. 이익을 나누어 드리겠습니다.
손실을 우리와 함께 나눈다면."
근로자들은 경기가 나빴을 때 급료와 혜택이 삭감되는 위험 부담을 감수해야
할지를 결정해야 한다. 그들은 안정된 직장이 다른 혜택들보다 중요한 지를
결정해야 한다.
