To the question, what freedom is, we can hardly find only one answer which is accepted by everyone and keeps one exclusive meaning. In the point of law freedom means that man should not be arrested or retained by force and should not or need not take measure by means of political pressures including warfare. Such freedom means that there is always a certain possibility of deciding and executing their politics for individuals, social groups and organizations on the basic of their own concerns.

(ANS) There are indications that North Korea has shown an interest in China a new economic policies. North Korean officials have paid numerous visits, for example, to China's free trade zones, and North Korea's new joint ventures law is apparently patterned after that of China. The North's interest in economic talks with the ROK, which is unprecedented, reflects in some measure this groping for new economic solutions. The North may believe that by improving relations with the South, at least to some degree, it may be able to persuade Western nations to provide the technology, trade and investment that it hopes for and needs.

^^Though the students have pure motives in their seeking of national
unification, their advocation of violence, if this is what they are doing,
subjects them to legal action. This is a basic principle that all states
which are ruled by law uphold. Notwithstanding, the radical students

law and ignore it.

^^Indisputably, violent demonstrations and firebomb throwing, however
justifiable the cause, must be treated as illegal acts subject to the
control of the law enforcement authorities. The existing law prohibits the
production, transportation and use of firebombs. But the number of
firebombs used this year has increased to seven times the figure
reported in the first half of last year, showing the extent of the problem.

Rigid Control of Violent Students :
^^State prosecutors have decided to break up the violent Hanchongnyon,
or Korean Federation of University Student Councils, which organized
the fierce clashes with police that started eight days ago at Yonsei
University in Seoul, branding it a subversive body that benefits the
enemy (North Korea) and is thus in violation of the National Security
Law.
National Security Law :

^^In addition, Hanchongnyon echoes the North's calls for the
withdrawal of American forces from South Korea, the abolition of the
South Korea's National Security Law and a confederation by the two
Koreas ahead of the eventual reunification of the country.

^^The violent students have mistaken ways of thinking in two respects.
The first is their hewing to an ideological line benefiting the enemy,
which is proscribed by the National Security Law. The second is their
use of violence to pursue their goals, physically challenging riot police, a
symbol of government authority, by beating them and throwing
firebombs at them.

^^In a country governed by law, violators of the law, whether on the
right or left, and irrespective of their ideologies and political beliefs, must
be dealt with strictly in accordance with the law and subjected to the
penalties for which the law provides.

Because there is solid popular support for a quick crackdown on the
student rioters, the law-enforcement authorities have the opportunity to
take stern actions against the protesting students. Accordingly, the
government will hardly evade public censure if it exhibits the same
half-heartedness and indecisiveness which it showed coping with the
law violators in the past.

Now the ball is in the prosecutors' court. In the general elections,
opposition parties accused prosecutors of having conducted biased
probes of election law violations. As a result, the neutrality of
prosecutors became a burning issue in the last Assembly session, with
the Assembly setting up an ad hoc committee on election fraud
investigation.

Using the opportunity provided by the disclosure of the
controversial illegal campaigning, the Assembly needs to review
unreasonable and unrealistic clauses in the election law. Particularly
suspect is the freedom given to incumbent lawmakers in the pre-election
campaign period to publish reports on their Assembly activities in the
electorate, a privilege not enjoyed by other candidates.

spending, whose ceiling is set by the election law _ to the disfavor of
independents. Yet, rewriting the law alone will not help much. We hope
the CEMC action has raised the politicians' respect for and fear of the
law.

The Korean maritime police have requested the Japanese authorities to
transfer the boat and the surviving crew into their hands for
investigation. But the Korean law enforcement authorities should also
participate in the initial investigation conducted in Japan in view of the
fact that most of the victims of the mutiny were South Koreans and the
fishing boat was virtually being operated by a Korean firm.

During a visit to my son and daughter-in-law in Orange, Texas,
I commented on some items for sale there that weren't available In the small Colorado town where I lived.
Stan and Denise later presented me with several things I had admired, but they refused reimbursement.
Before I left for home, I put a check into a kitchen cabinet.
Back in Colorado, I got a phone call from Stan.
I insisted that they keep the money, but he said they'd never cash the check.
“Besides, Mom,” my son added, “you forgot to sign it.”

During his years as mayor of New York City, Guardia sometimes presided as judge in a night court.
In one case, a man was found guilty of stealing a loaf of bread.
He claimed that he had committed that theft to feed his starving family.
“The law is the law,” La Guardia declared.
“I must therefore fine you $10.”
When the man sadly confessed that he had no money, the judge took $10 out of his wallet and paid the fine.
He also asked each person in the courtroom to contribute 50 cents to help the man.
There and then, they accepted his request.
Finally, the law-breaker was set free and even blessed with an undeserved gift.

In July 2001, the European Union passed a law requiring all food products from GM crops to be clearly marked.
Many countries have stopped further planting until there are more health checks.
Moreover, public concern is so great in some countries that food companies are ending the use of GM crops altogether.
So, people around the world are starting to ask the question: Just how safe are these new “designer” foods?

When two people have troubles with each other, they often look to the law to decide who is right and who is wrong.
Laws exist so that there are guidelines for behavior ― what is the right thing to do and what is not right.
Unfortunately, as lawyer Peter Smith says in his book, the two sides in a court case can never really win.
The ones who “win” are the lawyers.
Even when one person is the “winner” in a court case, that person must pay his or her lawyers, must pay court costs, and suffers from bad feelings
― particularly the hostility of the other person in the case.
So Peter Smith suggests another solution that can save you from wasting time and money.

There are also laws about the care of dogs, but some dog-owners seem to be ignorant of them.
They let their dogs run loose and do not clean up after them.
Perhaps the most disregarded of all laws are our traffic regulations.
More and more drivers are speeding, going through red lights, and double parking on the road.
And some drivers, apparently not even worrying about being fined,
have been parking in spaces clearly marked as reserved for the physically challenged.
These are some examples that show a lack of respect for the law.

Before Social Security existed, Americans worried that they would not be able to support themselves if they lost their jobs.
A worker who lost his job could turn to local groups that provided charity or relief, but many Americans were ashamed to ask for help.
Then in 1935 Congress passed the Social Security Act.
This law said that almost all workers had to pay a small part of their income to a special government fund.
Then if the worker lost his job, the government would pay him money out of the fund.
Now Americans knew that if they lost their jobs, they would still be able to survive.
And they were not ashamed to take Social Security because they knew that they had already worked to earn it.

Rusk produced a compact from his pocket, took out a powder puff and applied it

One evening, my sister-in-law's family decided that they would fly the American flag

that decision.
Soon after the flag was placed in the bracket on the porch, there was a knock on the

Law gave birth to the concept of freedom. It is true that you can have no
security in a situation in which every person and everything around you acts

is that while you would have no security in such an environment, it is more
important that you would have no freedom in such an environment. The reason you could
not be free in such a situation is that you could not get anywhere you wanted to go

increasing danger in this novel form of social persecution. This is too
grave a matter to be treated with disdain by the individual who is its
victim, and whatever may be thought of the great principle of the freedom
of the press, I think the line will have to be drawn more sharply than
it is by the existing libel law.

Great attention should be paid to the letterhead.
It should, of course, carry the name of the firm, and other important items such as address, telephone number, and possible the department and name of the executive.
Law firms customarily list all the partners and associates on the letterhead.
In some cases, a slogan or a list of the main products is included.
A common error is to show both a post office box number and a street number, which can be confusing to the person replying.
Also distressing is printing the address in microscopic type with pale, almost illegible ink.

Social change for the better happens when groups of citizens try to bring
it about. Today, such groups can take on many tasks once performed by
governments. These so-called non-governmental organizations deliver
social services. They are active in various areas from law to medicine.
They watch and influence what governments do at home or abroad. What is
more, they often work better than governments. This is because they are
able to use people from all walks of life.

The purpose of the court system is to protect the rights of the people.
For example, according to American law, if someone is accused of a crime,
he is considered innocent until the court proves that the person is
guilty. In other words, it is the responsibility of the court to prove
that a person is guilty.

For a long time, people have believed that photographs tell us the truth;
they show us what really happened. People used to say "Seeing is
believing," or "Don't tell me, show me," or even "One picture is worth a
thousand words." In courts of law, photographs often had more value than
words. These days, however, matters are not so simple. Photographs can be
changed by computer; photographs are sometimes false.

The term "law," as used in the phrases "a human law" and "a law of
nature," has two different meanings. Human laws had been considered
unchangeable in primitive times, but the Greek democracies made the
discovery that a community could consciously make new laws or change old
ones. This means that a human law is a set of rules that are valid only
for a certain number of people over a certain period of time. The term
"law" has a different meaning, however, when used to describe the
regularities of nature.

Democracy does not mean equal rights under the law or common access to the political process but, more concretely, sharing with others in personal ownership and use of particular commodities.
Consumerism was realized in daily experiences always changing, improving, and being redefined to meet the needs of individuals in their ordinary but still special lives as children and parents, wives and husbands, and in thousands of other roles.

[ Legalization of Euthanasia ]
The Netherlands on Wednesday became the world's first country to legalize the controversial euthanasia, which was immediately met with both warm praise and outrage from around the world.
It was the final legislative act in a 30-year public discussion over euthanasia in that country, although mercy killings and assisted suicides have been discreetly practiced and tolerated for years.
The law that passed through the Dutch upper house is expected to go into effect in autumn.
Doctors conducted an estimated 5,000 mercy killings a year in the Netherlands even before the legislation, and surveys show that doctors refuse far more requests to assist suicides than they accept.

Needless to say, the bone of contention over euthanasia is whether people have the right to decide the matter of others' life and death, amid fears that the law could be wide open to abuse.
The new Dutch law insists patients must be adults, have made a voluntary, well-considered and lasting request to die, must be facing a future of unbearable suffering and must have no reasonable alternative.
A second doctor must be consulted, and life must be ended in a medically appropriate way.
It must be stressed that these legal requirements should be met with no exception.
All the possible supervisory measures should be taken to eliminate concerns about the abuse by doctors.

Many experts believe the only solution to potential genetic discrimination is a new federal law that specifically prohibits it.
"Genetic testing has enormous potential for improving health care in America, but to fully utilize this new science, we must eliminate patients' fears and the potential for insurance discrimination," said Frist, the only physician in the Senate.

Traditional morality is often associated with the view that there is a certain natural and morally defensible hierarchy of beings.
There is, it is claimed, a natural order according to which inanimated objects are to serve animate ones; further, plants are here for the sake of animals, and animals for the sake of humans.
Those with less rationality exist to serve the needs, interests, or good of those with more.
It is, thus, right and proper, for the "higher" to use the "lower," as the former see fit.
Throughout history this view has rarely been questioned.
It is a view implicit in much (at least) of natural law theory dating back to Aristotle (384-322 B.C) and in Thomas Aquinas's (1225-1274) theological revision of Aristotelianism.
In theological versions, of course, the natural order is seen as part of the divine order-and people are around for the sake of God―and are to function within the constraints laid down by divine purposes.

The legal profession has always had an ambiguous social position.
Leading lawyers have usually been socially prominent and respected―the sections of the profession so favoured varying with the general structure of the law in the particular community.
The family status of early Roman jurisconsults may have been more important than their legal expertise in securing such a position, but by the time of the principate it was their legal eminence that made them respected.

Yet along with this high repute, sustained over two millennia, lawyers have also been aiming the most hated and distrusted elements in society.
In a few cases this has been the consequence of a general hostility to the whole idea of law, China being the most important example.
Confucian teaching (6th century BC) opposed the use of civil law as a major means of social control, and this influence remained powerful there and in Japan until the 20th century.

The bill would prohibit any activities in human cloning.
People who abet those activities could be jailed for up to 10 years, and those who assist them could face a three-year imprisonment or fines, according to the proposed law.

For their own part, the related law enforcement authorities need to double their efforts to locate those who spread groundless defamatory rumors and take legal measures against them.
If left unchecked, the current evil trend will only amplify the antagonism and conflicts between regions and classes as well as cause national misfortune and hamper the development of democracy in this country.

One doctor in the USA, Dr. Jack Kavorkian, has become well-known for his assisted suicides.
Since euthanasia is against the law in the USA, the doctor has been arrested and tried in court several times.
But every time his home state of Michigan has brought him to court, the jury has acquitted him.
The jury always sided with the doctor, seeing him as providing a service of kindness rather than as committing a crime.

Last September, the Ministry of Health and Welfare announced that the draft bill had been passed.
However, this bill not only forbade cloning human beings, but also cell cloning for research purposes and caused great opposition in the bioengineering industry.
It was later nullified and it is currently difficult to punish someone who tries to clone human beings within Korea.

The need to prevent human cloning is urgent, and both scientific technology and religious ethics groups agree on this point.
Therefore we should hurry to create a 'life ethics' law based on this problem.
Regarding the controversial issue of cloning for medical purposes, one method could be for the government to allow it for the time being under restriction and re-examine the issue periodically, keeping in mind the general movements of foreign and domestic trends.
