national defense(국방), social development(사회개발), education(교육),
public project(공공사업) 등에 소요되는 지출을 expenditure(세출)로 하여
구성된다. 국가행정은 원래 하나의 account로 처리할 수 있으며 이를
'예산의 단일주의'라 한다. 그러나 현실적으로는 budget 전체를 하나로 묶어
처리하기가 너무 복잡하므로 special project나 special fund의 운용을

contributing to the fostering of those corruptions.

과 공개자료철에 (해당되는) 사본을 비치하고 중앙기록정보관리체제의
데이터베이스에 그 자료를 입력한다. 어떤 문서에 중앙기록관리소의 날짜
소인이 있다면 분석관은 문서가 중앙기록관리소의 공식기록 및 공개기록
에 적절히 비치되었다고 추정할 수 있다.
II. PLACEMENT OF INFORMATION ON THE RECORD
제2절 행정기록에 정보 등재
Business proprietary, and public information is placed in the official record file and the
working file for an investigation or administrative review (see Chapter 2 for more
information about the administrative record). Privileged or classified information is
placed on separate official records. Only public information is placed in the public files.
All documents prepared internally, which contain business proprietary information, are to
be placed only in official and working files. Public versions of business proprietary
documents must be prepared for the public file with the proprietary data deleted. It is our
general practice to provide respondent's counsel with advance copies of verification
reports, and other sensitive case documents, in order to confirm the bracketing of business
proprietary information prior to the release of the document under APO and prior to the
creation of the public version for inclusion in the public file. These are not draft
documents. Privileged, pre-decisional memoranda are not placed in the public files.
영업비밀정보나 공개정보는 조사나 행정재심사를 위해 공식기록화일이나
집행화일 등에 등재된다(행정기록에 대한 자세한 사항은 2장 참조). 특권
부여 정보나 비밀정보는 별도의 공식기록에 등재된다. 공개정보만이 공개

paraphrasing or discussing in general terms a party's proprietary information.
