중진료권은 인구와 거리, 병원 현황 등을 고려해 2∼5개 시군으로 구성된 진료권 설정 개념이며, 지역책임 의료기관은 이 중진료권의 필수 의료서비스 제공을 비롯한 거점 종합병원의 역할을 담당할 2차 병원이다.

A. Establishing Business Proprietary treatment of Information
A. 정보의 영업비밀 취급 확정
Section 351.304 sets forth rules concerning the treatment of business proprietary
information in general. Paragraph (a) is a general provision. Paragraph (a)(1) provides
persons with the right to request (i) that certain information be considered business
proprietary, and (ii) that certain business proprietary information be exempt from
disclosure under APO. Consistent with section 777(c)(1)(A) of the Tariff Act of 1930
(the Act), paragraph (a)(2) provides that, as a general matter, the DOC will require that all
business proprietary information be disclosed to authorized applicants, with the exception
of (i) customer names in an investigation; (ii) information for which the DOC finds there
is a clear and compelling need to withhold from disclosure; and (iii) classified or
privileged information.

All business proprietary information must be stored in file cabinets, desk drawers or
boxes to the extent possible. When business proprietary data is left in offices which are
not occupied by an analyst at the time, the office door should be locked.
제351.304조는 영업비밀정보의 취급에 관한 규칙을 설명하고 있다. (a)항은
일반적인 조항이다. (a)(1)항은 제출자에게 (i)어떤 정보가 영업비밀이어야
하고 (ii)어떤 영업비밀정보가 APO하에서도 공개되지 않아야 한다고 요청할
권리를 부여하고 있다. 1930년도 법 제777조(c)(1)(A)에 일치되도록 (a)(2)항
에서는 일반적으로 상무부는 모든 영업비밀정보가 권한 있는 요청자에게 (i)피
해조사 과정에서의 거래처명단, (ii)상무부가 비공개할 명백하고 현존하는 필요성
이 있다고 판단하는 정보, (iii)비밀정보 혹은 특권부여정보를 제외하고는 공개
되어야 함을 요청할 것을 규정하고 있다.

모든 영업비밀정보는 가능한 파일 캐비닛이나, 책상서랍이나 박스에 보관 되어
져야 한다. 조사관이 외출중일때에 영업비밀자료가 사무실에 남겨져 있는
경우에는 사무실 문을 잠가야 한다.
