첫 번째 질문서 답변이 제출되기전 행정보호명령 신청서를 제출하도록 하고
있다. 그러나, 당사자가 사건설명이 끝나는 당일에 신청서를 제출하는 것은
허용된다. 이장에 규정된 최종기한 때문에 당사자들이 행정보호명령정보를 제공
하는데 부담이 더욱 커질 수 있다. 이해관계인들이 늦게 행정보호명령 신청을
한 경우 5일 내에 행정보호명령정보를 제공한다. 덧붙여 뒤늦은 신청자들은
전절차에서 다른 이해관계인들이 이미 제공받은 영업비밀의 추가생산이나
제공에 따른 비용을 지불해야 한다. 절차진행과정에 늦게 제출된 행정보호
명령 신청서는 보고회 또는 청문회 일정과 같은 행정절차상의 기한을 연장
하는 근거로서 취급될 수 없다.
제127조 ①국가는 과학기술의 혁신과 정보 및 인력의 개발을 통하여 국민경제의 발전에 노력하여야 한다.

③대통령은 제1항의 목적을 달성하기 위하여 필요한 자문기구를 둘 수 있다.
(3) The President may establish advisory organizations necessary to achieve the purpose referred to in paragraph (1).

검찰은 “자체적으로” 수사 확대 여부를 결정할 거라고 말했지만 정치 전문가들은 대통령의 발언이 검찰로 하여금 이 같이 민감한 사안에 대한 수사를 확대하도록 자극한 것이 분명하다고 언급했다.
