undulate는 물결 같은 운동을 암시하는 데에는 fluctuate보다 이 말이 훨씬 많이 쓰인다. 또한 비유적으로는 급격한 변화를 암시하지 않고, 꾸준히 흐르는 물의 물결을 연상시켜서, 계속적으로 출렁거리는 잔물결을 암시하는 경우에 흔히 쓰인다.
