As the centuries went by, men discovered that 'government by the people' is the ideal form of government. Because government by the people means government for the good of all the people.

But there is no problem so great that it cannot be solved through open discussion all sides of a problem can be talked over, weighed carefully, and studied again and again. Then a final decision is reached by a vote of the majority.

Democracy in the true sense of the word is still unknown in that country.

But democracy is usually a tumultuous and unseemly affair, especially when men
feel strongly about vital issues. Probably since the first popular assembly convened
there have been presiding officers who turned a deaf ear to delegates they did not

opponents. To take note of these historical facts is not to condone them. An unending
effort has to be made to create procedural sefeguards strong enough to curb the
ineradicable human impulse to unfairness. But critics should not pretend they were
born yesterday and are innocent of any knowledge of pressure tactics in politics.

But a man cannot say 'No' to the boss unless he is sure of being able to eat

The term "law," as used in the phrases "a human law" and "a law of
nature," has two different meanings. Human laws had been considered
unchangeable in primitive times, but the Greek democracies made the
discovery that a community could consciously make new laws or change old
ones. This means that a human law is a set of rules that are valid only
for a certain number of people over a certain period of time. The term
"law" has a different meaning, however, when used to describe the
regularities of nature.
"인간의 법"이나 "자연법"이라는 어구에서 사용된, "법"이라는 용어는 다른
두 의미를 갖고 있다. 인간의 법은 원시 시대에는 불변하는 것으로
여겨졌으나, 그리스 민주주의는 사회가 의식적으로 새 법을 만들거나 구법을
바꿀 수 있다는 사실을 알게 ‰榮 이것은 인간의 문법이 일정 시간에
걸쳐있는 일정 수의 사람에게만 유효한 규칙의 집합이라는 걸 의미한다.

노르웨이 노벨상 위원회는 13일 김 대통령이 북한과의 한반도 평화와
화해를 이뤄내고 한국과 아시아의 민주주의와 인권 상황을 개선한
공로로 올해 노벨 평화상 수상자로 선정됐다고 밝혔다.
``Through his 'sunshine policy', Kim Dae-jung has attempted to
overcome more than 50 years of war and hostility between North
and South Korea,'' the committee said.
노벨상 위원회는 “김 대통령은 일관된 `햇볕정책'으로 50년 이상
지속된 남북한의 전쟁과 적대관계를 해소하기 위해서 힘써왔다"며
``His visit to North Korea gave impetus to a process which has
reduced tension between the two countries.''

The committee hailed Kim for campaigning for democracy
``despite repeated threats on his life and long periods of
imprisonment under South Korea's autocratic system.''

노벨상 위원회는 “남한의 독재체제 아래서 수차례 생명의 위협을
느껴가며 오랜 기간 독재정권으로부터 감금과 구속의 억류 생활이
이어지면서도 민주화의 대변자로 자리잡았다"며
"그의 대통령 선출은 한국이 민주주의 국가로 진입한 확실한
징표가 됐다”고 민주화 경력을 높이 샀다.
The committee, apparently conscious of North Korean leader
Kim Jong-il, said it wanted to ``express recognition of the
contributions made by North Korea's and other countries'
leaders to advance reconciliation and possible reunification.''
``Kim also showed considerable commitment in favor of democracy
in Burman and against repression in East Timor.''
위원회는 이 날 수상자 발표자리에서 북한의 김정일 국방위원장을
의식한 듯 “북한과 다른 나라 지도자들도 한반도의 화해와 통일을
위해 기여한 점을 인정한다”며
“김 대통령은 높은 도덕적 결단으로, 미얀마와 동티모르의 민주화를
위해 지도적 역할도 했다"고 덧붙였다.
Kim won the prize from 115 individual and 35 organization nominees,
braving the hottest ever competition since 1901, when the Nobel
Peace Prize was established.
In his run-up to the Nobel award, Kim beat U.S. President Bill Clinton,
who had bridged the now crumbling Middle East peace process,
former Russian Prime Minister Victor Chernomirdin and the Salvation Army.

Kim was first nominated for the prize in 1987 by lawmakers in
the United States and Germany and foreign professors who
sympathized with his democracy struggle.
Since then, he has been nominated every year - a total of 14 occasions.
김 대통령은 87년 민주화 투쟁에 공감하던 미국·독일 등지의 의원들과
외국 교수들이 처음으로 평화상 후보로 추천한 뒤 지금까지 계속해서
모두 14차례나 후보에 올랐었다.
The 2000 award ceremony will be held in Oslo on Dec. 10.
But Kim will actually receive his prize in Stockholm, Sweden,
with the awardees of literature, medicine, physics, chemistry and economics.
김 대통령에 대한 노벨 평화상 수상식은 오는 12월10일 노르웨이 오슬로에서 열리며,
문학·의학·물리·화학·경제 등 나머지 노벨상 수상자들과 함께
스웨덴 스톡홀름에서 상을 받게 된다.
The award comprises a gold medal, a diploma and a check for 9 million
Swedish crowns (1 billion won) and Kim must give a lecture
on his achievement within the next six months.
