A business official explained, "If the performance deteriorates, the front-line department may try to reduce the investment, so the strong will of the top decision-maker is needed."

Section 777(a)(3) of the Act requires that a memorandum be made of any
meeting involving the decision maker or recommender (generally the AS for
IA or an IA DAS, respectively), that includes interested parties in the
investigation or administrative review and where factual information is
presented.
