The moratorium on customs duties, in place since a May 1998 WTO
agreement, applies only to communications, goods and services that are
transmitted electronically including digital books, music and software.
전자상거래 관세부과 유예조치는 지난해 5월 2차 WTO 각료회의에서 채택됐다.
당시 통신 및 디지털 도서, 음악, 소프트웨어를 포함해서 전자적으로 거래가
이뤄지는 재화와 서비스에 한해 관세를 한시적으로 부과하지않기로
결정했었다.

Because such transactions happen almost invisibly, much like telephone
calls or fax transmissions, Aaron said that any effort to impose and
collect customs duties would be ``enormously intrusive.''
``The duties themselves, and the extraordinary means needed to provide
and police collection would slow the growth of electronic commerce and
could encourage the development of technologies to circumvent the law,''
he said in a speech.

Physical goods sold electronically, from books to cars, are subject to
import duties just as they would be if sold over the phone or in person.
But Aaron said the United States supports a proposal to extend duty-free
status within the 134 WTO member countries to the physical equivalents
of goods such as digital music and software, which he said accounted for
only 1 percent of worldwide customs collections.
전자적으로 판매되더라도 눈에 보이는 책에서 자동차까지의 일반 상품들은
예전처럼 수입 관세를 물어야 한다. 아론 차관은 디지털 음악과 소프트웨
어같은 눈에 보이는 재화와 같은 성격의 제품들에 대한 관세부과유예조치를

In an AD or CVD order, IA instructs the U.S. Customs Service to collect cash
deposits of AD or CVD duties on merchandise which enters the United States or
is withdrawn from a bonded warehouse.
수입행정실의 반덤핑 또는 상계관세 명령으로 미국세관은 미국에 수입
되거나 보세창고지역에 유치된 제품에 대해 반덤핑 또는 상계관세의
현금 예치금을 징구한다.

Foreign trade zones (FTZ) are designated sites licensed by the FTZ Board at which
special Customs procedures may be used. FTZ procedures allow domestic activity
involving foreign items to take place as if it were outside U.S. Customs territory, thus
offsetting Customs advantages available to overseas producers who export in
competition with products made here. For example, FTZ procedures allow the
deferral of customs duties and federal excise taxes on imports until such time as the
merchandise leaves the FTZ and enters the customs territory of the United States.
Subzones are special-purpose zones, usually at manufacturing plants. The FTZ Act of
1934 established the FTZ.
보세구역(Foreign Trade Zone)은 특별 통관절차가 적용될 수 있도록
FTZ 이사회에서 승인된 지역을 말한다. FTZ 절차는 외국제품을 포함한
국내활동이 마치 미국 세관지역외에서처럼 이루어지게 하여, 외국무역
지역에서 제조된 제품과 경쟁하여 수출하는 해외생산업체에게 이용 가능
한 통관특혜를 상쇄시킨다. 예를 들면 상품이 FTZ를 떠나 미국 세관
지역으로 반입될 때까지 수입품에 대해 관세와 연방물품세를 유예하는
것이다. FTZ 부속지역은 통상 제조시설이 있는 특별목적지역이며, 1934
년 FTZ법에 따라 FTZ가 설립되었다.

As a new analyst, it would be helpful for you to do the following:
1. Visit the DOC's Trade Reference Room.
2. Familiarize yourself with the DOC's Law and Main Libraries.
3. Visit the IA home page at www.ita.doc.gov/import-admtn\records
4. Establish contact with people you know at other agencies which interface with IA,
i.e., U.S. Customs, the ITC, and the U.S. Trade Representative. They may be able
to provide you with other contacts in their agency who will be of assistance to you
in your work here with Import Administration.
5. Become familiar with the source of AD and CVD law, including: the AD and CVD
statue (Title VII of the Tariff Act of 1930, as amended); the DOC regulations for
antidumping duties (19 CFR 351), the explanatory preamble to the proposed and
final regulations, 61 FR 7308 (Feb. 27, 1996) and 62 FR 2796 (May 19, 1997), the
Statement of Administrative Action (the legislative history of the URAA, printed
in House Document 103-316, vol.1); the WTO Antidumping Agreement (reprinted
in H. Doc 103-316, vol. 1 at page 1453)..
6. Attend as many IA and ITA training sessions as possible.
7. Attend a case hearing at the the DOC and the ITC.
8. Attend as many case-related meetings as possible.
9. Assist on as many different dumping proceeding actions as you can.
10. Maintain a case work file and index.
11. Prepare a court record.
12. Visit the IA Central Records Unit in Rooms B-099 and 1870 and the
Administrative Protective Order Office in Room 1870.
13. Go on a product-familiarization trip to a production facility.
14. Go on a verification trip.
15. Visit a U.S. Customs field office in a city where you are verifying to see how
Customs implements our directives for investigations and administrative reviews.

이해를 위한 행정조치 지침(SAA, 하원자료 103-316 제1권), WTO
반덤핑협정(하원자료 103-316 제1권 1453페이지) 등 반덤핑 및 상계
관세 관련 법규에 익숙하라.
6.수입행정실 및 국제무역행정처의 훈련과정에 가급적 많이 참석하라.
7. 상무부 및 국제무역위원회의 사건 공청회에 참석하라.
8. 사건관련 회의에 가급적 많이 참석하라.
9. 상이한 덤핑관련 조치를 가급적 많이 지원해 보라.
10. 사건 작업철과 색인을 유지하라.
11. 법원 기록을 준비하라.
12. 수입행정실 중앙기록관리소 B-099 및 1870호실과 행정보호명령담당관실
1870호실을 방문하라.
13. 제품에 익숙해지기 위해 생산시설을 방문하라.
14. 현장검증 방문을 하라.
15. 조사 및 행정재심을 위한 상무부의 지시를 세관에서 어떻게 시행하는
지를 보기 위해 현장 검증하는 도시의 일선 세관을 방문하라.
