Fast Growing Chaebol : 재벌 기업의 빠른 성장
The Kim Young-sam government since its inauguration in 1993 has
called on the large conglomerates or chaebol to concentrate on selected
core businesses. In response, the chaebol have announced streamlining
programs to specialize in chosen key business lines, promising to
downsize if necessary to end their department store-like operations.
김영삼정부는 1993년도 취임하면서 대기업 그룹들 즉 재벌은 특정 핵심
사업 영역에 치중할 것을 촉구해 왔다. 이에 부응해서, 재벌은 백화점식 기
업 운영을 종식하기 위해 필요하면 규모를 줄이겠다고 약속하면서, 주력 사
업 종목을 선택하여 전문화하겠다는 구상을 밝힌 바 있다.

However, the chaebol have continued to grow fat. Year after year,
they have intensified their grip on the national economy. They are so
strong now that they exercise a large influence even in socio-political
and other non-economic fields. Hence the nation is often infamously
called ``the Republic of Chaebol.'' In other words, the government policy
of preventing the chaebol from growing further has failed.
그러나 재벌은 계속 비대해지고 있다. 해가 갈수록, 국가 경제력의 재벌집
중 현상은 심화되고 있다. 그들의 세력은 너무나 커져서 사회-정치 분야를
위시한 비경제분야에 이르기까지 영향력을 행사하고 있다. 그래서, 수치스럽

A recent report by the New Industry Management Academy showed
that the value added by the 30 biggest business groups totaled 57,750
billion won ($72.2 billion) last year, up 30.53 percent over the year
before. This increase was more than twice the 15 percent
inflation-unadjusted GNP growth rate, and as a result the chaebol
accounted for 16.58 percent of the GNP last year, up 2.67 percentage
points from the year before.
최근 신산업경영아카데미에서 발표한 바에 의하면 작년도 30대 재벌 그룹
의 부가가치는 57조 7,500억원으로 전년 대비 30.53%나 성장하였다. 이러한
성장은 인플레를 감안하지 않은 GNP증가율 15%보다 2배이상인 것이며, 그
결과로 작년도 GNP에서 재벌의 비중은 전년 대비 2.67% 상승한 16.58%를
차지하였다고 한다.

Of course, the chaebol, along with the government and the
hard-working labor force, have played a key role in developing the
economy. But, even now as the nation is reaching economic maturity,
they remain strong with the government continuing to offer them new
opportunities to expand their business territory.
물론, 재벌은 정부와 땀흘려 일하는 근로자 집단과 더불어 이 나라 경제
발전의 핵심 역할을 담당해 왔다. 그러나, 이제 우리 나라가 경제 선진국이
되어 가는데도, 재벌은 정부가 그들에게 사업 영역을 넓힐 새로운 기회를
계속 제공해 주고 있는 가운데 계속 큰 힘을 과시하고 있다.

According to some recently announced policies, the government will
ease credit control on the top 10 conglomerates to get them to take
part in major infrastructure projects and the construction of tourism
facilities. Thus the government's assurances it will curb chaebol
growth are conveniently forgotten whenever the authorities feel the need
to use their immense capabilities.
최근 발표된 정책에 의하면, 정부는 주요 사회 기반 시설 공사와 관광시
설 건설에 참여시키기 위해 10대 재벌의 여신 규제를 완화하겠다고 한다.
이런 식으로 재벌의 성장을 억제하겠다는 정부의 약속은 정부 당국자들이

The chaebol are likened to an octopus which with its tentacles
reaches out and grabs profits wherever they may be. Their Japanese
counterparts, the zaibatsu, also played a key role in achieving the
fabulous economic development of that nation. Unlike Japan's large
business groups, however, the Korean chaebol are owned and managed
by their founders' families.
재벌은 이윤을 챙길 수 있는 곳이라면 어디에나 촉수를 뻗치는 문어에 비
유되고 있다. 일본의 재벌 역시 전설적인 일본 경제 성장을 달성하는데 핵

The chaebol set up as many subsidiaries as they can. They have
encroached on the turf of small companies, and taken them over. The
economic world should not be a jungle where the name of the game is
survival of the biggest.
재벌은 원하면 얼마든지 많은 계열 회사를 세울 수 있다. 이 계열 회사들
은 중소기업의 영역에 서서히 잠식하여 업체들을 집어삼켜 왔다. 경제계는

The government still has tools, including taxes and fair trade rules, to
have the chaebol conduct in ways that will allow them to better
contribute to the national well-being with their capital power and
business expertise. It should use them in more efficient ways.
정부는 세금과 공정 거래 법령등 재벌로 하여금 자금력과 전문 인력을 이
용하여 전국민의 행복에 기여할 수 있는 분야에 사업을 전개할 수 있도록
통제하는 수단을 지니고 있다. 정부는 이러한 도구를 효율적으로 사용해야
할 것이다.

Chaebol Out of Media Management : 재벌은 언론에서 손을 떼어야
With the degrading circulation war between two leading national
dailies, Chosun Ilbo and Joong-Ang Ilbo, having resulted in the shocking
murder of one of the Chosun's distributors, now is the high time for
the nation to consider the role of chaebol or indust

One co-representative of the ``Citizens' Alliance for the Promotion of
Correct Mass Media'' made a significant remark in a recent news
interview, saying that the country needs a law that bans chaebol's
control of the media. The Samsung Group, which owns the Joong-Ang
Ilbo, and others that have media interests should voluntarily dispose
of them or let them become independent entities.
"바른언론추진 시민들의 모임"의 공동 대표 중의 한사람은 최근의 기자
회견에서 한국은 재벌의 언론 매체 경영을 금지시키는 법이 필요하다는 중
대한 발언을 한 바 있다. 중앙 일보를 소유한 삼성 그룹과 기타 언론 관련
기업체를 소유한 재벌 기업은 자발적으로 언론 매체들을 처분하거나 독립
기업체로 만들어야 할 것이다.

This is more than natural since chaebol or business groups are apt to
use the media companies under their control as a tool to promote or
protect their owners by covering their faults or speaking for their selfish
interests. It is noted that the government bans chaebol from dominating
banking institutions.

나 이기적 주장을 펴서 그들을 선전하고 옹호하는 수단으로 사용할 것이 자

In a free democracy based on a free market system, there must be a
free flow of accurate information and fair criticism of social, economic
and political evils, malpractices and irregularities in a constructive effort
to improve society. Now effective measures should be instituted by the
government or the civil society to separate chaebol from the management
of the mass media before it is too late.
자유 시장경제에 뿌리를 둔 자유민주주의에서, 정확한 정보와 사회적, 경
