영업비밀정보의 공개본은 제출자료에서 달리 영업비밀정보로 요청되지 않
은 모든 내용을 포함하여야 한다. 당사자들은 범위 혹은 색인수치자료를 선택
할 수 있다. 만일 당사자가 범위수치자료를 선택한다면, 그 자료는 실제수치
의 10%이내에서 표현되어야 한다. 숫자가 너무 작아 10%범위가 실행 불가능
할 때에는 상무부의 승인하에 20%범위가 사용될 수 있다. 컴퓨터 프린트물
과 같이 용량이 많은 자료는 적어도 자료의 1%이상의 범위로 요약되어야
한다. 만약 당사자들로부터 10% 범위규칙에 대한 예외를 요청받으면 감독관
이나 프로그램 관리자가 점검한다.
