정상가격은 수출국내 혹은 제3국(비교대상)시장의 외국동종물품의
조정된 가격에 적용되거나 조사대상물품의 구성가격에 적용되는 용어
이다. 상무부는 정상가격을 수출가격 또는 구성수출가격과 비교하여
덤핑률을 결정하게 된다.

상무부는 처음에는 가격에 기초한 정상가격을 찾게 된다. 만약 적절한
판매가 국내시장에서 이루어지면("활력성"에 대한 용어설명 참조) 상무부
는 외국의 동종물품이 국내시장에서 처음으로 판매된 가격(통상 독립된
거래처에 판매한 것을 의미)을 기초로 하여 정상가격을 계산하게 된다.
만약 국내시장가격을 사용할 수 없고 제3국 수출가격 자료가 적절한
경우에는 상무부는 외국의 동종물품이 제3국에 처음으로 판매되는 가격
(통상 독립된 거래처에 판매한 것을 의미)을 기초로 정상가격을 산정하
게 된다. 만약 국내시장판매가격과 제3국 수출가격이 적절치 아니한 경우
에는 상무부는 구성가격을 계산하여 정상가격을 산정하게 된다.

수출가격 또는 구성수출가격과의 공정한 비교를 위해서 상무부는 정상
가격을 산정하기 위해서 사용한 가격에 조정을 하게 된다. 상무부는 비교
시장가격에 미국 포장비를 가산하고 동 가격에 포함되어 있는 요소(포장
비, 운송비 그리고 조사대상물품에 대해서 환급되거나 징수되지 않은
내국세)를 공제하게 된다. 상무부는 그 다음 단계로, 미국판매 및 비교
시장판매에 있어서 판매조건의 차이가 있는 경우 추가적인 조정을 하게
된다. 따라서, 상무부는 수량의 차이, 물리적 특성의 차이, 거래단계의
차이 또는 기타 판매환경의 차이를 반영하기 위하여 정상가격을 증가
또는 감소시킬 수 있다.
