Kim's Stance Against Hanchongnyon : 한총련에 대한 김대통령의 대응
President Kim Young-sam has made some unusually critical
statements about militant pro-Pyongyang student activism, equating
the recent violent student demonstrations at Yonsei University to an
urban guerrilla operation. This position of Kim's is expected to mark a
turning point in the government's handling of the radical student
movement, mainly under the control of the hard-line Hanchongnyon or
Korean Federation of University Student Councils.
김영삼대통령은, 최근의 폭력적인 연세대 시위 사태를 도시 게릴라 작전
이라고 부르면서, 친 북한 과격 운동권학생들에 대하여 이례적으로 비난 성
명을 발표하였다. 이러한 김대통령의 입장 표명은, 강경 노선인 한총련, 즉
한국 대학생 총연합의 주도하에 있는 과격 학생운동을 대하는 정부의 태도

When it comes to government responsibility, President Kim will have
to share his part for his failure to manifest an official position on
student activism and to order the law-enforcement authorities to take

students, uncertain whether to follow a hawkish or dovish policy.

establishment of a firm state policy toward student activism beyond
punishing delinquent students and providing them with proper
educational and social guidance. Once a policy based on a national
consensus is laid down, it must be followed until it reaps tangible
results satisfying the people.
이런 바람직하지 못한 현상을 보면서, 우리는 운동권학생들을 처벌하는
것만이 능사가 아니라 이들에게 적절한 교육적 사회적인 계도를 제공하여야
하며, 학생운동에 대한 확고한 정부의 방침이 수립되어야 할 필요를 느끼
게 된다. 국민적인 공감대를 통한 정부의 방침이 결정되면, 정부는 국민들을
만족시킬 가시적인 결실이 나타날 때까지 이를 일관되게 지켜야 할 것이다.
