Last week, the Ministry of National Unification submitted a bill
to the National Assembly, which would give the ministry full
control on measures to be taken to protect North Korean
defectors.

``We have always felt the need to authorize one central
government body to manage the whole business of taking care of
North Korean defectors,'' a ministry official said.

``The first refugee camp, which will accommodate about 500
people, will operate like a dormitory. North Korean defectors can

운영될 예정이며 탈북자들은 보호시설에 기거하면서 직업 기술을 익히

``We are looking for a place close to the urban area where North
Korean defectors can easily pick up our lifestyle, and remote
from Pyongyang for their safety,'' he said.
관계자는 "탈북자들이 남한의 생활 방식을 쉽게 익힐 수 있는 한편으
로 탈북자들의 안전을 고려, 북한으로부터 먼 거리에 위치한 도시 인
접 지역을 물색중"이라고만 밝혔다.

A proposal that the government create a special fund for North
Korean defectors was rejected on the grounds that this may
provoke Pyongyang.
정부의 탈북자 특별 기금안은 북한을 자극할 수도 있다는 이유로 거
부되었다.

The bill would pose a problem as it would entitle North Korean
defectors to job training and other benefits only after they won
South Korean citizenship.
이번 법안은 탈북자들이 남한 시민권을 획득해야└ 직업훈련등의 혜
택을 받을 수 있다는 점에서도 문제점을 드러내고 있다.

This would exclude hundreds of North Korean loggers and other
refugees residing in China, who are waiting for a chance to
defect to the South.
이로인해 남한 귀순을 원하는 수백명의 북한 벌목공 및 중국 거주 망
명자들은 이번 법안 수혜(受惠) 대상에서 제외되기 때문이다.

Military authorities said yesterday it was still unknown what
the motivations of those North Koreans were. They said, however,
that they are convinced the submarine was on a mission to drop
off the infiltrators in South Korean waters. ``Lee said he
belonged to the intelligence bureau of the Ministry of People's
Armed Forces, which is in charge of dispatching spies and armed
infiltrators to the South,'' a military official pointed out.

a high possibility that it had intended to reach Kangnung to drop
off the infiltrators under the cover of night and return to the
North Korean port city in a day,'' he noted.

Some experts and former North Korean spies were opposed to the
infiltration speculation. They said it was more likely that the
submarine developed engine trouble and went adrift before it was
stranded on a reef 20 meters off the beach on the East Coast.

At least five of an estimated seven fleeing North Korean
infiltrators may be wearing South Korean Army uniforms and have

The official, quoting a captured North Korean agent, said the

Lee Kwang-soo, 31, who was captured Wednesday evening in
southern Kangnung, was quoted as saying that each of the three
special North Korean commandos at large wore South Korean Army
uniforms and helmets and each possessed an M-16 rifle, 90 rounds
of ammunition, two grenades, a handgun, a camera and a sack.

As of yesterday afternoon, a total of 19 North Koreans were

According to Lee, the North Korean submarine left Wonsan at 5
a.m. Sunday and arrived at a beach at Anin, some 5 km south of
Kangnung and some 400 meters away from the point where the

A South Korean diplomat in Vladivostok was found murdered
Tuesday night in his apartment building. He had apparently been
struck on the back of the head with a blunt object and stabbed in
the side with an auger, the Foreign Ministry said yesterday.

A Russian resident found Choi Duck-keun, 54, consul at the South
Korean Consulate-General in the Russian Far Eastern port city,
lying on a third-floor staircase at about 9:00 p.m. local time

increased sharply over the past few years in line with the rising
economic and social status of Korean women.

Frankly, Korean colleges and universities have been not very interested
in upgrading their educational standards. Their focus has been placed on
recruiting as many students as they can, rather than in improving the

The Korean National Red Cross (KNRC) has made a timely
proposal to its North Korean counterpart to hold talks to discuss
reunions of dispersed family member and measures to help flood

North Korean Red Cross societies could meet any time and any place
that was agreeable to the North.

breakthrough in the deadlocked inter-Korean relations.

confederation. The leftist students at the same time refuse to recognize
the miserable plight of the North Korean people under the hereditary
tyranny of Kim Il-sung and his son, Chong-il. Incidentally, the two
delegates from Hanchongnyon illegally sent to the North via Europe
reportedly bowed in tribute at the tomb of Kim Il-sung, laying a
bouquet there. Ironically, pro-North Korean radical student leaders
here have rarely expressed respect for any of South Korea's presidents.

inter-Korean dialogue. Pyongyang, however, has been seeking a way out

our public security authorities have concluded, the pro-Pyongyang

government, calling it a puppet regime and demanding the conclusion of
a peace treaty between the North and the United States, to the exclusion
of the South, in an overture that it says will end tension on the
peninsula.

Hundreds of members of Hanchongnyon, the Korean Federation of
University Student Councils, were arrested. But who should take
responsibility for the many injuries on both sides of the battle-like
confrontation, the enormous damage to the school, the great
inconveniences to nearby residents and, more than anything else, the
waste of national resources on such a worthless cause?
수백명의 한총련 학생들이 구속되었다. 그러나, 시가전을 방불케 했던 충

In the first place, the students' objectives did not draw any support,
let alone understanding, from the significant portion of our citizens. The
asked for reunification through a confederate system and the withdrawal

their country to the brink of mass starvation in the most undemocratic
lineal inheritance of power and a disdain for their own government
that was created through a long, hard struggle for democracy.

President Kim Young-sam has made some unusually critical
statements about militant pro-Pyongyang student activism, equating
the recent violent student demonstrations at Yonsei University to an
urban guerrilla operation. This position of Kim's is expected to mark a
turning point in the government's handling of the radical student
movement, mainly under the control of the hard-line Hanchongnyon or
Korean Federation of University Student Councils.
김영삼대통령은, 최근의 폭력적인 연세대 시위 사태를 도시 게릴라 작전
이라고 부르면서, 친 북한 과격 운동권학생들에 대하여 이례적으로 비난 성

Mutiny Aboard Fishing Vessel : 원양어선 선상반란
We are stunned by the shocking mutiny aboard a tuna fishing
boat with a crew of 24 in the South Pacific that has left seven Koreans
and four men from other countries dead. The mishap took place aboard
the 294-ton Honduras-registered Pescamar 15 that was owned by an
Omani firm and operated by Daehyon Fisheries Co. of South Korea. The
victims reportedly were the Korean captain, six other Koreans, three
Indonesians and one Chinese.

It has been reported the mutiny was the work of a number of Chinese
seamen, all ethnic Koreans, who complained of the hard work and

Mutiny on High Seas : 공해에서의 선상반란
The frequent violent crime on Korean fishing boats on the high seas
is quite perplexing. Accordingly, we are deeply concerned by the most
recent case in which 11 seamen, seven of whom were Korean, were
killed aboard a tuna fishing vessel allegedly by six ethnic
Korean-Chinese, in a mutiny in the South Pacific.
공해상의 한국어선에서 빈번하게 일어나는 폭력범죄는 참으로 당혹스러운
일이다. 따라서, 우리는 최근 남태평양에서의 참치잡이 원양어선에서 6명
의 조선족에 의한 선상반란으로 7명의 한국인을 포함한 11명이 살해된 사건
에 깊은 우려를 갖게 된다.

South Korea's exercise of jurisdiction over the case could involve
some complicated legal problems as the ship, Pesca Mar No. 15, is
registered in Honduras even though it is actually owned by a
Seoul-based firm, Daehyun Fisheries Co. However, the case should be
handled by the Korean authorities because the ship's real owners are
Korean and the victims of the revolt were mostly Korean.

As soon as some procedures required by international law are
complete, the murderers and the ship will be placed under Korean
authority and the case will be probed. But there remains a host of
problems that need to be settled in the Korean fisheries industry if
similar mishaps are to be prevented.
몇 가지 국제법에 필요한 절차가 마쳐지는 대로, 살해범들과 선박은 한

Korean fisheries firms are finding it necessary to hire inexpensive and
