제127조 ①국가는 과학기술의 혁신과 정보 및 인력의 개발을 통하여 국민경제의 발전에 노력하여야 한다.
Article 127
(1) The state shall strive to develop the national economy by developing science and technology, information and human resources and encouraging innovation.
②국가는 국가표준제도를 확립한다.
(2) The state shall establish a system of national standards.
③대통령은 제1항의 목적을 달성하기 위하여 필요한 자문기구를 둘 수 있다.

영국은 1차 지명(long list)과 2차 지명(short list) 과정에서 엄격한 심사를 거쳐 통과한

크게 해당 기업의 신인도(personal position), 재무상태(economic standing), 기술능력
(technical capacity)으로 이루어져 있으며, 각 항목마다 세부평가 항목이 있고 그에
대한 과락점수(quality threshold)가 있어서 세부항목별로 일정점수 미만인 입찰자를
배제하는 시스템으로 이루어져 있다.
다음으로 2차 지명과정인 낙찰과정(award mechanism)에서는 혁신성(innovative),
협력관계(partnering), 위험관리 체계(risk management), 사업수행조직(project
organization), 미적특성, 기능성, 유지관리성, 자격 등에 대한 평가를 실시하여
최종적으로 가격과 이들 평가점수를 종합적으로 평가하여 최종 낙찰자를 선정한다.
