Last week, the Ministry of National Unification submitted a bill
to the National Assembly, which would give the ministry full
control on measures to be taken to protect North Korean
defectors.
지난주, 통일원은 탈북자 보호 대책의 통일원 전권 위임을 골자로 하
는 법안을 국회에 제출했다.
But some experts on North Korean affairs have doubts about the
Ministry of National Unification being held responsible for the
whole management of North Korean defectors.
그러나 일부 북한 전문가들은 탈북자의 제반 관리를 통일원 측에 전
담시키는 데 대해 회의적인 반응을 나타내고 있다.
Chae Sung-ho of the Research Institute for National Unification
said that the prime minister, not one ministry, should manage
overall policy on North Korean defectors because he has the power
for coordination among government agencies involved.
통일연구원 최성호씨는 "일개 부처가 아닌, 국무총리가 탈북자에 대
한 전반적 정책을 관리해야만 한다. 왜냐하면 관련부처간 조정력을 가
지고 있는 사람은 총리이기 때문"이라고 주장한다.
The Agency for National Security Planning, the Defense Ministry
and other related government agencies are currently responsible
for managing North Korean defectors.
안기부,국방부 그리고 여타 여러 부처들에 산재돼 탈북자 관리가 이
루어지고있다.
With an increasing number of North Koreans defecting to the
south, South Korean government agencies had worked on the bill
since February this year.
남한 귀순 탈북자들의 수가 증가함에 따라 정부는 올 2월부터 관련
법안 마련에 착수한 바 있다.
During the 1990-93 period, eight to 10 North Koreans defected to
the South a year. The number has increased fivefold in recent
years.
90~93년간 한해 평균 8~10명의 탈북자들이 남한으로 귀순해왔으며
최근 몇년동안 그 수는 다섯배나 늘어났다.
Under the new bill on North Korean defectors, the South Korean
government would build refugee camps and provide them with job
training programs until they will be able to adapt themselves to
South Korean society.
새 법안에 따르면, 정부는 탈북주민을 위한 보호시설을 설치하고 한
국 사회에 적응할 수 있을 때까지 탈북자에게 직업훈련을 실시하기로
했다.
``The first refugee camp, which will accommodate about 500
people, will operate like a dormitory. North Korean defectors can
reside and acquire job skills in the camp,'' the ministry
official said.
통일원 관계자는 "5백여명을 수용하게 될 보호시설은 합숙소 형태로
운영될 예정이며 탈북자들은 보호시설에 기거하면서 직업 기술을 익히
게 될 것"이라고 밝혔다.
The South Korean government is also considering acknowledging
academic degrees defectors earned in North Korea, he said.
이와함께 탈북자들이 북한에서 취득한 학력을 인정하는 것도 고려중
이다.
``We are looking for a place close to the urban area where North
Korean defectors can easily pick up our lifestyle, and remote
from Pyongyang for their safety,'' he said.
관계자는 "탈북자들이 남한의 생활 방식을 쉽게 익힐 수 있는 한편으
로 탈북자들의 안전을 고려, 북한으로부터 먼 거리에 위치한 도시 인
접 지역을 물색중"이라고만 밝혔다.
A proposal that the government create a special fund for North
Korean defectors was rejected on the grounds that this may
provoke Pyongyang.
정부의 탈북자 특별 기금안은 북한을 자극할 수도 있다는 이유로 거
부되었다.
The bill would pose a problem as it would entitle North Korean
defectors to job training and other benefits only after they won
South Korean citizenship.
이번 법안은 탈북자들이 남한 시민권을 획득해야└ 직업훈련등의 혜
택을 받을 수 있다는 점에서도 문제점을 드러내고 있다.
