CETA Comprehensive Employment and Training Act, 직업훈련 종합계획
Under the new bill on North Korean defectors, the South Korean
government would build refugee camps and provide them with job
training programs until they will be able to adapt themselves to
South Korean society.
새 법안에 따르면, 정부는 탈북주민을 위한 보호시설을 설치하고 한
국 사회에 적응할 수 있을 때까지 탈북자에게 직업훈련을 실시하기로
했다.
``The government will provide them with a one-year mandatory job
training program while they are in the refugee camp,'' the
official said. ``When they reside outside the camp during the
remaining two years, they can receive optional job training.''
"탈북자들을 보호시설에서 1년간 의무적으로 직업 훈련 받아야 하며,
보호시설 밖 거주지에서 2년간 선택적으로 직업훈련을 받을 수 있다"
고 관계자는 말했다.
The bill would pose a problem as it would entitle North Korean
defectors to job training and other benefits only after they won
South Korean citizenship.
이번 법안은 탈북자들이 남한 시민권을 획득해야└ 직업훈련등의 혜
택을 받을 수 있다는 점에서도 문제점을 드러내고 있다.
Affirmative action (차별 철폐 조치)
미국정부가 소수민족, 여성 차별을 없애기 위해서 법률에 의해서 대입,
일자리, 직업훈련에 흑인과 백인 또는 여성과 남성을 일정한 비율로 채
용하도록하는 인원 할당 조치를 뜻하는 말.
미국에서의 법률로서의 차별 철페 원칙은 1960년대 확립 되었음.
