Lawmakers of the ruling New Korea Party concluded that the
financial system has contributed to deactivating the underground
economy, while stressing the need for follow-up measures to
minimize side effects.
신한국당 의원들은 실명제가 지하경제를 무력화시키는데 기여하기는
했으나 그 부작용을 최소화할 수 있는 후속대책 마련이 시급하다는 입
장을 나타냈다.
``Despite the implementation of the real-name transaction
system, the size of the underground economy amounts to 30
trillion won. That betrays the fact that the real-name system is
nothing but a paper tiger,'' said Rep. Kim Hong-shin of the DP.
Rep. Kim suggested the government immediately implement a
currency reform to prevent the real-name system from ending in
failure.
민주당 김홍신의원은 "실명제 실시에도 불구하고 지하경제 규모는 30
조원에 이르고 있으며 이는 실명제가 종이호랑이에 불과하다는 증거"
라고 주장하고 "정부는 실명제가 실패로 끝나기 전에 화폐개혁을 즉각
실시하라"고 촉구했다.
* .black economy : 지하경제 = underground economy.
합법적인 경우 이익이 생기면 세금을 내지만 지하경제는
세금을 내지 않으려는 것. 유통구조의 변칙으로 이익을 챙긴다.
.gray economy : 암시장.
.bubble economy : 거품경제. 고도의 경제성장으로 인해 인플레의
영향으로 각종 지표들이 실제보다 높이 나타남. 돈이 부동산이나
증권으로 집중되어 투기심리를 가중시키면서 경제안정을 해치는
결과를 가져옴.
법을 지키는 사람들은 지하경제 또는 불법 경제를 개탄해야 한다. 불법으로
재화와 용역을 파는 사람들은 사회의 필요를 충족하기 위한 정부의 세입을
포탈(갈취)함으로써 동료 납세자들을 속이고 있다.
우리나라는 자영업자 비중이 다른 나라에 비해 굉장히 높아 지하경제 규모가 컸는데 이를 줄이기 위해서는 자영업의 탈루·탈세율을 낮추는 것이 시급했다.
Korea has a large underground economy with a very high proportion of self-employed people compared to other countries, and it was urgent to lower the tax evasion and tax evasion rate of self-employed businesses in order to reduce it.
