In tandem with economic progress, the Central and Latin American
countries are establishing regional economic blocs to protect their
interests. Under these circumstances, President Kim, accompanied by
about 40 business leaders, is going to have summits with heads of the
five countries to promote trade and economic partnerships. He will also

America's "Marxophobia" must be the single greatest obstacle to its efforts to
promote democracy around the world. Washington's reluctance to give aid to
Nicaragua will probably send that country right into the arms of the Soviets.
America must stop getting jittery at the mere mention of socialism. It should also cast
a wary eye on some of the governments it does back, such as Argentina and Chile.
Dictatorships cannot be the friends and allies of a country that professes the highest
regard for democracy and human rights. The United States must be understanding
toward democratic experiments like that in Nicaragua.

There are many pending diplomatic issues to be resolved
between Korea and Japan, among which are such sensitive
issues as the fisheries agreement, economic aid, the
lessening of Seoul's *trade deficit with Tokyo, and the
opening of our entertainment industries, to name just a few.
Seoul looks forward to Minister Obuchi's *contributions. The
scheduled summit between President Kim Dae-jung and Japan's
prime minister in October should be the occasion to test his
will and determination for the promotion of mutual
cooperation and collaboration into the 21st century.

UNESCO experts meeting in Florence, Italy, in the early 1950s adopted the terms of
an international agreement to promote international understanding and peace by
lowering barriers to the exchange of cultural, scientific and educational materials,
most importantly by waiving tariffs on such materials. The agreement covers diverse
categories: books and other printed materials, art and museum pieces, tourism
materials, audiovisual materials and the like. Annex D of the agreement covered
scientific instruments and apparatus.

과학적 관리법(scientific management)
1980년대 테일러(Taylor, F.W.)에 의해 제창된 관리 방식으로서 테일러시스템이
라고도 부른다. 19세기말 미국에서 경영 능률을 증진하는 운동이 일어났을 때,
테일러는 공장 노동자가 조직적으로 태업하는 것을 방지하기 위해 과업의
설정과 그 수행을 중심에 주도 시간 및 동작연구, 직능별 직반장제도,
작업지시서,예외원리,기획부문 생산액 차별지불제 등을 도입하도럭 제창하고 그
제도 유지를 도모하였다.
