The committee lost steam when the nation's top election
watchdog, the Central Election Management Commission, earlier
revealed the outcome of its own probes into suspected fraud
cases. The committee chairman was included among the cases.
사실상, 중앙선관위가 일찌감치 선거비리 감사 결과를 발표하면서부
터 특위 활동은 김이 빠진 상태였다. 선관위 감사 결과 중앙선관위원
장도 비리 인물 중에 끼어있는 것으로 나타났다.

Kim's disclosure also stunned the Central Election Management
Commission, which had unveiled the outcome of its investigations
into campaign spending by candidates last month.
김씨의 폭로로 중앙선관위도 큰 타격을 입었다. 선관위는 지난달 의
원 후보들의 선거비용 실사 결과를 발표한 바 있다.

Reforms for Clean Elections : 깨끗한 선거를 위한 개혁
To the surprise of political circles and the general public, the Central
Election Management Committee filed complaints Friday against 20
lawmakers who are suspected of having spent more than they were
allowed to or of having offered gifts to voters while campaigning in the
April 11 general elections. This is the first time that the election
watchdog has initiated legal action against such a large number of
incumbent lawmakers.
중앙선거관리위원회가, 지난 4월 11일 총선에서 선거운동기간동안에 허용
된 비용을 초과했거나 유권자에게 금품을 제공한 혐의로, 20명의 국회의원
을 고발하여 정치계와 국민을 놀라게 하고 있다. 중앙선관위가 그토록 많은
현역 의원들을 대상으로 사법 조치를 시작한 것은 처음 있는 일이다

This CEMC move is of critical significance as the lawmakers involved
will lose their Assembly seats if they or their aides are convicted of
violating the election law and punished with prison terms or fines
beyond certain amounts.
이러한 중앙선관위의 움직임은 관련 의원들이나 그들의 보좌관들이 선거
법 위반으로 유죄판결을 받아 실형이나 어느 수준 이상의 벌금형을 받게 되
면 국회의원직을 상실하게 되는, 극히 민감한 사안이다.

The other controversy is over the non-inclusion of ``funds given
candidates by political parties for party activities'' in official campaign
spending, whose ceiling is set by the election law _ to the disfavor of
independents. Yet, rewriting the law alone will not help much. We hope
the CEMC action has raised the politicians' respect for and fear of the
law.
다른 쟁점은, 선거법에서 한도가 정해진 공식적인 선거운동자금에 "정치
활동을 위해 정당에서 주는 자금"을, 포함시키지 않은 조항인데, 무소속 후
보들에게 불리한 불평등이 되고 있다. 그러나, 선거법을 개정한다고 많은 문
제들이 해결되는 것은 아니다. 우리는 중앙선관위의 이번 조치가 정치인들
을 존경하면서 법을 두려워하는 계기가 되기를 희망한다.

차도에 중앙선을 보면은 노란색 줄이 그어져 있는데 특히
한적한 국도에 보면은 졸리운 경우 사고를 방지하고자 돌출
물이 설치되어 있는데 이름을 살펴보니까 "cat's-eye"라고
되어있었습니다. 왜 그런지요?
cat's-eye : '고양이의 눈'이죠. 도로의 중간에 설치되어 있
어서 야간운행시에 운전자가 길을 잘볼수 있도록
한 야간반사장치를 말합니다. 이것은 일종의 반
사경(reflector)으로서 야간주행 또는 기상상태
가 안좋은 날 도로에서 headlight를 켜고 다닐
때 불빛을 받으면 빛을 발하도록 반사기를 넣은
도로용 대갈못이라고 할 수 있겠지요. 이것을
'cat's-eye'라고 부르는 이유는-고양이의 눈은
밝은 곳에서는 동공이 작아지고, 반대로 어두운
곳에서는 빛을 발하며 커지게 되죠-어두운 도로
에서 빛을 받으면 빛나는 야간반사장치의 모습이
마치 컴컴한 밤에 광채를 발하는 고양이의 눈과
흡사하다고해서 붙여진 이름이라고 합니다.
