international legal environment, allow a rational allocation of scarce
resources and protect general interest.
정부의 개입이 필요하다면 그것은 안정적인 국제적 법환경을 촉진하고
희소자원을 합리적으로 배분하고 공익을 보호하도록 하여야 한다.
Government intervention should be no more than is essential and should
be clear, transparent, objective, non-discriminatory, proportional,
flexible, and technologically neutral.
정부 개입은 더이상 본질적인 것이 되어서는 안되며 명확하고 투명하고
객관적이고 공평하고 균형잡힌 것이어야 하며, 융통성과 기술적 중립성을
가져야 한다.
