The DOC will grant APO access to qualified applicants by including the name of the
applicant on the APO service list. Normally access will be granted within five days of
receipt of the application. All applications that are filed in the DOC's Central Record
Unit are forwarded to the APO Office for immediate processing. It is possible however,
that an application may be attached to other correspondence, such as a letter of
appearance, and might be misdirected and delivered to an analyst in error.

It is the responsibility of the APO office to address all claims concerning
a clear and compelling need to withhold business proprietary information from release
subject under the DOC's APO. Analysts should never assume that correspondence
concerning an APO matter in their case is automatically forwarded to the APO office, and
should always insure that a date stamped copy of the correspondence is provided to the
APO office as quickly as possible. A member of the APO office will meet with the
analyst(s), team attorney, and other team members, if necessary, to discuss the matter.
APO Office는 상무부의 행정보호명령(APO)에 따라 영업상의 비밀정보로서
공개가 유보되어야 할 "명백하고 급박한 필요성"과 관련된 모든 주장을 전달
해야 하는 책임을 가지고 있다. 분석관은 담당 케이스에서 APO 문제와 관련
된 모든 서류들이 자동적으로 APO Office에 보내질 것이라는 가정을 해서는
안되며, 접수일자가 날인된 서류의 복사본을 가능한 한 신속히 APO Office에
제출하여야 한다. APO Office 직원은 필요할 경우에 분석관, 팀의 변호사,
팀의 다른 멤버들과 만나서 그 문제를 토론하게 된다.
