In order to ensure that the scope of an investigation is defined as accurately as possible,
the Department undertakes two procedures. The Department announced its
implementation of these procedures in the preamble to the 1997 final regulations (62 FR
27296, 27323, May 19, 1997). First, we include in our pre-filing checklist of petition
information a check that the proposed scope of the petition is an accurate reflection of the
product for which the domestic industry is seeking relief. Pre-filing consultations with
the prospective petitioner should seek to ensure that the scope of the petition is not
unintentionally overinclusive.
조사범위가 가능한 정확하게 정의될 수 있도록 하기 위하여 상무부는
2가지 절차를 밟는다. 상무부는 1997 최종규칙(final regulations(62 FR
27296, 27323, 97. 5. 19.)) 의 전문에서 2가지 절차의 이행을 공포하였다.
첫째, 제소에 대한 예비접수 점검표에 신청서상에 제시되어 있는 범위가
국내산업이 피해구제를 희망하는 물품을 정확하게 반영하고 있는지를
점검하는 것을 포함하는 것이다. 제소예정자의 신청서 제출전 상담에서
는 신청의 범위가 생각지도 않게 너무 포괄적이지 않도록 확인한다.
2. Other Documents
In addition to the FR notice, make sure the following documents are prepared:
a. The "Antidumping Investigations Initiation Checklist."
b. A like product analysis memo.
c. A Customs e-mail message to announce the initiation.
d. The ITC letter announcing the initiation of the investigation.
e. Interested party letters announcing the initiation of the investigation.
f. A letter to Customs requesting comments on the scope language contained in the FR.
g. A memo to the OD in MAC for the country involved announcing the
initiation and case schedule.

제7절 반덤핑 조사개시 점검표
The antidumping initiation checklist is used for analyzing all draft and formally filed
petitions. It is the central document in the initiation process, and must be filled out to the
extent possible. It usually forms the complete analytical record for this phase of the
investigation. The only other document that must be prepared is a like product analysis
memo. You may also have to prepare a memo documenting your contact with
consultants if any supplied information for the petition (see section II of this chapter for
information on contacts with consultants and section IV for information on like product
analysis). There should be no other analytical documents prepared unless specifically
authorized by your OD or DAS.
신청서 초안 및 공식 제출된 신청서 등을 분석하는 데에 반덤핑조사 개시
점검표가 사용된다. 이는 조사개시과정에서 중심이 되는 서류이므로 가능
한 완전히 기입되어야 하며, 통상적으로 이는 초기조사단계에서의 완벽한
분석 기록이 되는 것이다. 이외에 또한가지 반드시 준비해야 할 서류는
동종물품 분석 관련 메모이다. 신청서에 나와있는 각종 자료가 있으면 관련
자문관과의 접촉내용을 기록하는 메모를 준비해야 한다.(자문관과의 접촉
과 관련된 정보는 이장 제2절을 참고하고, 동종물품 분석관련자료는 제4
절을 참조). 이외에는 부차관보나 국장이 특별히 지시하지 않는 이상
다른 분석서류는 준비하지 않는다.
The "Antidumping Investigations Initiation Checklist" is located on the "g" drive under
g:\global\initchec.1st. You should copy this to your own drive. The checklist is a
standard format. No changes should be made to the content of this document without the
approval of your OD.
"반덤핑조사개시 점검표"는 g드라이브의 g:/global/initchec.1st에 들어
있으므로 이를 조사자의 드라이브에 복사해야 한다. 이 점검표는 양식
이므로 국장의 허가 없이 내용을 변경해서는 안된다.

o Confirm with the APO office that copies of APO applications have been received.

APPLICATION IS THE REQUEST FOR ALL INFORMATION -
PARTIES ARE NOT REQUIRED TO ASK FOR SPECIFIC
INFORMATION AS IT IS GENERATED.
