정부는 재정지출을 대폭 늘리겠다고 하지만 성장의 원천은 정부 재정이 아니라 민간 투자다.

An IMF delegation has been in Moscow since Monday to check on Russia's
economic growth,implementation of strict fiscal policies and collection
of tax revenues. The government's failure to collect taxes is a
significant reason behind its difficulty in paying back foreign loans.
