At present, only approximately 1 percent of property inheritors pay
taxes yearly. Of them, some 80 percent are taxed on inherited property
worth less than 1 billion won. Judging from these taxation trends, the 3
billion won tax exemption point for spouses is certainly set too high.
현재, 매년 재산상속자의 대략 1%의 만이 세금을 내고 있다. 그들중 80%
가 10억원 미만의 상속 재산에 대한 세금을 납부하고 있다. 이러한 세금 추
세를 미루어 볼 때, 배우자에 대한 30억원의 면세 기준은 확실히 너무 높게
책정된 것이다.

기존 시행령에서는 배임 횡령 등으로 취득한 이득액이 5억원 이상으로 유죄가 확정된 기업인은 범죄행위로 재산상 이득을 얻는 제3자 관련 기업체에 대해서만 취업이 제한돼 있었다.
