The immediate cause of the tragic incidents is, of course, a natural
disaster. In Chorwon near the Demilitarized Zone, 20 soldiers lost their
lives as a huge mudslide covered their barracks while they were
sleeping. Similar accidents took place in two other military camp sites,
leaving at least eight Army and Air Force personnel dead or missing.
Human negligence was again evident in these tragic mishaps.

비무장지대 인접한 철원 지방에서, 20명의 장병이 내무반에서 취침 중에 거
대한 흙더미가 그들의 내무반을 덮치는 바람에 목숨을 잃은 것이다. 유사한

in disaster relief activities for civilians. If the military itself falls
victim to natural disasters, its dependability as the nation's guardian is
seriously damaged. Who will the people turn to for help if our armed
forces themselves are in disarray after a heavy downpour?
많은 나라에서, 군 장병들은 민간인들의 재난 구호 활동을 가장 중요한
임무로 삼고 있다. 그런데, 그 군대가 자연재해의 희생자가 되어 버린다면,
국민의 보호자의 역할을 감당할 수 있을지 우려가 된다. 폭우가 쏟아진 후
우리의 군대가 혼란에 빠졌다면 국민은 누구에게 구호를 요청해야 할 것인가?

The Army is called on to exert more efforts to promote discipline
among all ranks in order to prevent various safety mishaps that
seriously damage the armed forces' defense capabilities. A recent
government report showed that an average of 700 soldiers are killed each
year in accidents. Besides, a growing number of soldiers commit suicide
because of the still prevalent violence within the ranks.
육군은 계급의 고하를 막론하고 군기를 엄정하게 확립하여 장병들의 전투
력을 심각하게 손상시키는 여러 가지의 안전 재난을 예방하기 위한 더 큰
