농부들에게 작업시간의 기준이 된 것은 동틀녘부터 땅거미가 질 무렵까지
였다. 그 한 예로 「에이커」라는 면적의 단위는 하나의 멍에에 매어진 두마
리의 소가 하루동안 경작할 수 있는 땅의 면적에서 나온 말이다. 'Let's c
all it a day'라는 표현이 있다. 「그것을 하루라고 부릅시다」라는 식의 이
표현은 「오늘은 그만 합시다」라는 의미를 가진다.
Farmer:Thank you for your help.
Son:What time do you have, father?
Farmer:I forgot to bring my watch, but it seems like it's about 5 o'
clock.
Son:It seems to me it's well past 7 o'clock. Let's call it a day.
Farmer:What are you talking about? There's still a lot of work to do
today.
Son:It has become almost dark.
Farmer:It's because of the dark clouds.
Son:Yes, dark clouds! Oh, it looks like it will rain cats and dogs p
retty soon.
Farmer:OK, OK. Let's stop today's work.
농부:도와주어서 고맙구나.

아들:맞아요,먹구름! 금방이라도 억수같이 비가 내리게 생겼어요.

Factors of Production

For nonmarket economy countries, the normal methodology for calculating normal value is not
appropriate. Instead, the Department constructs a normal value using the nonmarket economy
producer's factors of production. The factors of production include, but are not limited to, (1)
the hours of labor required to produce the merchandise, (2) the quantities of raw materials
employed, (3) the amounts of energy and other utilities consumed, and (4) representative capital
costs, including depreciation. These factors of production are then valued in a market economy
country that is at a level of economic development comparable to that of the nonmarket economy
country and is a significant producer of the subject merchandise or comparable merchandise.

비시장경제국가에 대한 제소의 경우 일반적인 정상가격 산정방법을
적용하는 것은 적절하지 않다. 따라서 상무부는 비시장경제국가의 생산
자의 생산요소를 이용하여 정상가격을 구성한다. 생산요소로는 ①물품을
생산하는데 투입되는 작업시간, ②원재료의 소요량, ③에너지 소요량
및 ④감가상각 등의 자본비용을 들 수 있으나 이 항목들에 국한하는 것
은 아니다. 이 생산요소들은 당해 비시장경제국가의 경제발전수준과
비슷한 경제발전수준에 있으며 조사대상물품이나 동종물품을 상당량
생산하고 있는 시장경제국가에서의 요소가격으로 평가된다. (법 제773조
(c)(3) 참조)

official record after a final determination.
조사기간을 통하여 진행과정에 맞춰 기록을 유지.관리하는 것이 매우
중요하다. 조사 또는 재심기간 동안 정기적으로 약간의 시간을 투자하여
중앙기록관리소에 신속하게 문서를 제출하는 것이 최종판정 후 공식기록을
종합하는 데 있어 작업시간을 절약하게 된다는 것을 알게 될 것이다.
