A sovereignty dispute between South Korea and Japan over the
Tokdo islets in the East Sea is again threatening relations
between the two neighboring countries.
韓日간 독도 영유권 분쟁이 재연됨에 따라 양국 관계에 또다시 금이
가고 있다.
The latest dispute stems from the alleged decision of Japan's
Liberal Democratic Party (LDP) to establish Tokyo's sovereignty
over the islets as part of its party platform.
이번 논란은 일본 자민당이 '독도 영유권'을 선거공약으로 채택함에
따라 불거져 나온 것이다.
The LDP move comes on the heels of heightening tension between
Japan on the one side and China and Taiwan on the other regarding
sovereignty claims over the Diaoyu (called the Senkakus) islands
in the East China Sea.
자민당의 이같은 결정은 동중국해(東中國海)에 위치한 '조어도(센카
쿠)'를 둘러싸고 일본과 중국 대만 사이에 벌어진 영유권 분쟁으로 이
들 국가간에 긴장이 고조되고 있는 상황에서 터져나온 것이다.
Both the South Korean government and the nation's political
parties reacted immediately to the sensitive issue of Japan's
sovereignty claim over the Tokdo islets, which are now guarded by
a contingent of South Korean maritime police.
정부와 여야는 민감한 사안인 일본의 독도 영유권 주장에 대해 즉각
적으로 반응했다. 현재 독도는 한국 해경(海警) 파견수비대가 경계하
고 있다.
``We are seriously concerned about the fact that the LDP has yet
to free itself of the legacies of Japan's imperialism and is
trying to exploit the Tokdo sovereignty issue in order to earn
votes,'' spokesman Chung Dong-young said in a statement. Rep.
Chung said that the LDP's position does not fit that of a
Japanese governing party, which should be a responsible member of
the international community.
국민회의 정동영대변인은 성명을 통해 "자민당이 日제국주의의 잔재
를 청산하지 못한 채 표를 얻기 위해 독도 영유권 문제를 이용하려는
데 대해 심각한 우려를 표명한다"면서 "이는 국제 사회에 책임 있는
日집권당으로서의 자세가 아니다"고 말했다.
일본은 댜오위다오 (釣魚島.일본명 센카쿠열도) 를 기점으로 경제수역의 경계를
주장하면서 한국어선이 머무른 곳이 자기네 바다라는 논리를 펴고 있다.
그러나 잘 알려진 대로 댜오위다오는 중국과 일본간에 영유권분쟁이 진행되는
곳이다.
때문에 이를 어느 나라 소속이라고 판단하지 않는다면 다음의 기준은
오키나와섬이 되고 이럴 경우 한국어선이 머무르던 곳은 일본보다 중국쪽의
바다였다.
그러므로 한국이 제3국의 지위로 조업할 경우 상대해야 할 대상은 오히려
중국이라 할 것이다.
Japan insists that its exclusive economic zone(EEZ) begins at Diao Yu Island
(Senkaku Island in Japanese), so Korea cannot engage in fishing there. It has
little reason to back its claim, though.
The area is well known as the place where China and Japan are asserting
respectively as their own territory. Technically, the area where one seized
Korean fishing boat was working belonged to China. Therefore, China rather
than Japan is the country that Korea should answer to.
