경기에 대한 기업가의 판단은 단기적인 경기 변동에 중요한 영향을 미치게
된다는 점에서 BSI는 중요한 경기예측지표로 사용된다. 0에서 200 사이의
수치를 갖게 되는데 100이상이면 경기가 확장국면을, 100미만이면
수축국면을 나타내는 것으로 판단할 수 있다. 이번 수치는 전경련이
BSI조사를 실시(1997년 말 현재 전경련이 실시한 6백대기업을 대상으로
실시한 BSI수치는 63.0으로 나타났다. ) 한 이후 가장 낮은 수준으로
경기침체 장기화를 예고하고 있다.
A deliberative poll involves three stages.
토론을 포함한 여론조사(deliberative poll)는 세 단계로 이루어진다.
First, a national probability sample is selected and questioned in detail about the participants' attitudes towards a particular issue.
첫째, 전국을 대표하는 표본(national probability sample)을 뽑아 특정의 이슈에 대한 참여자들의 의견을 상세하게 묻는다.
The second stage is the interview event.
두 번째 단계는 토론이다.
The participants take part both in focus group discussions and in expert plenary sessions, during which key specialists representing diverse standpoints answer questions framed by the participants.

Finally, at the end of the deliberations, all participants once again complete the questionnaire so that the direction, volume, and distribution of changes in attitudes can be measured.
마지막으로 토론이 끝나면 모든 참여자들이 다시 한번 설문지를 작성해, 의견 변화의 방향, 크기 및 분포를 측정할 수 있다.
