Massive SOC projects cannot be financed solely by the government.
Private investment is needed and it is brought in by the assurance of
present and future profits. In trying to finance infrastructure expansion,
the government should offer some incentives for private investors but
should seek to prevent chosen companies from taking excessive profits.

성질은 아니다. 민간 투자도 필요하며 현재와 장차의 이윤을 보장함으로써
참여시킬 수 있는 것이다. 사회 기반 시설 확충에 필요한 자본 조달을 위해
정부는 민간투자가에게 여러 특혜를 제공해야겠지만 특정 기업들에게 과도
한 이익이 돌아가지 않도록 유의해야 할 것이다.
