글로벌 경제가 무역전쟁 장기화, 정치적 불확실성 등으로 금융위기 이후 가장 저조한 성장을 기록하고, 국내도 민간부문 부진이 장기화되면서 정부 부문에 의존하는 '절름발이 성장'이 계속될 것으로 예상했다.
