문화의 회복력을 얕잡아보는 정부의 쿼터제를 통해서가 아니라
문화 자체의 장점과 내적 힘으로 보존할 수 있어야 한다.
In this regard, the last local elections, especially the
contests for Seoul mayor and Kyonggi governor, indicated a
solid electoral preference for the reform platforms of the
ruling National Congress for New Politics. Those electoral
constituencies cover over 45 percent of the country's
population. Public opinion is also for overall social change
and the *forces of the future as against the status quo and
the forces of the past.

경선에서 여당인 새정치국민회의의 개혁정책을 지지한다는 결과가
나왔다. 국민회의가 승리한 수도권 선거구는 전국 인구수의
45%이상을 차지한다. 또한 여론은 전면적인 사회변화를 지지했고
젊은 세대들은 현상유지와 기득권 세력을 거부했다.
정부는 이런저런 명분을 내세우지만 경쟁과 혁신을 제한해 소비자 후생이 줄어들고 일부 기득권자의 배만 더 불려주는 결과로 이어지기 십상이다.
