→ 미국 성인 교육기관의 ‘bull session'에서 젊은이들이 자유로운 주제로 대화한데서 유래. 대화가 막히는 사람에게 ’shoot the bull'이라고 격려하고 이때 각 청년들은 ‘bull'로 간주되었을 지도～.
Under the plan, aspiring students will be offered a wide variety of
choices as numerous new institutions are expected to spring up. In
coming years, colleges will fiercely compete to attract students, in
marked contrast to the current situation, where student struggles with
student to enter the limited number of schools.
이 새로운 계획으로, 많은 신설 교육기관이 새로 탄생하면서 지망 학생들
에게 아주 다양한 선택의 여지를 부여할 수 있게 될 것이다. 현재까지는 제
한된 학교의 정원으로 대학에 들어가기 위해서는 학생간에 치열한 경쟁을
치러야 했던 것과는 달리, 앞으로는 대학들이 학생 확보를 위한 치열한 경
쟁을 치러야 하게 될 것이다.

fiercely : 치열하게, 극심하게, 맹렬하게
struggle : 버둥거리다, 애쓰다, 분투 노력하다, 분쟁, 다툼
Yet there are risks. Hectic competition among colleges could enhance
the quality of education in general but it could also encourage the
emergence of schools seeking only commercial gains. What in effect
these schools will be doing is just selling diplomas. It will be the duties
of the education authorities to protect students from dishonest institutions
trying to take advantage of eased regulations.
그러나 우려되는 문제점도 있다. 대학간의 치열한 경쟁으로 대체적인 교
육의 질은 향상이 될 수 있겠으나 단지 쉽게 돈만을 벌겠다는 대학도 나타
날 수 있다는 것이다. 이러한 성격의 대학들은 단지 졸업장만을 팔려고 할
것이다. 교육부 당국자들은 완화된 규정을 악용하려는 비양심적인 교육기관
으로부터 학생을 보호할 책임을 감당해야 한다.

Students and parents need to be more sensible in choosing a school,
not just picking one because it is a foreign institution. Hopefully, the
market opening policy will be instrumental in discouraging students
from going abroad to study because this represents an enormous
financial burden and there are other risks associated with studying
overseas.
학생들과 학부모들은 외국 교육기관이라고 무턱대고 정하지 말고, 학교
선택을 더 분별 있게 해야 한다. 바라건대, 교육 시장 개방 방침이, 막대한
재정 부담을 안게 되면서 외지에서의 학업에 뒤따르는 기타 많은 위험을 수
반하게 되는 우리 학생들의 외국 유학을 감소시키는데 기여하게 될 것이다.
instrumental : 매우 유용한
But in order to foster universities as institutions of higher learning,
government efforts alone are not sufficient. What is necessary are united
endeavors and a sense of joint responsibility on the part of the various
groups in society, including teachers, intellectuals, civic organizations,
political parties as well as the general public.
그러나, 대학을 대학다운 교육기관으로 키우기 위해서, 정부만의 노력으로
는 충분하지 않다. 교사, 학자, 시민 단체, 정치계는 물론 일반 국민까지, 사
회 전체가 공동의 책임 의식을 갖고 통합된 노력을 기울여야 할 것이다.
But more drastic changes will occur in the social position and role of the school.

Slavery is an obvious and dramatic example of the exploitation of one
group by another. There are several hypothesized conditions which can
lead to this use of other human beings. First, the culture must have one
primary goal, the maximization of profit. Second, societal organizations
such as the busi- ness and educational establishments must also support
this primary goal. Third, there must be a large labor force for the
unpopular and menial jobs. Fourth, the inferior group must be considered
heathen or subhuman and therefore deserving unequal treatment.

Accordingly, the most sensitive areas of our educational
sector are now being opened, which is permitting foreign
establishments to make significant inroads into Korea. Thus,
local universities, the *citadels of the national *ethos and
soul, are being fully laid bare to the challenges of advanced
foreign universities. The opening of our entertainment
industry to Japanese pop culture has even greater,
historically sensitive *connotations than the opening of our
film market to U.S. movies, which is expected to take place
soon.

따라서 가장 민감한 영역인 우리의 교육부문이 지금 개방되고
있고 외국 교육기관들의 한국진출이 허용되고 있는 중이다.
그러므로 국가의 가치와 정신의 요충지대인 국내 대학은 선진
외국대학의 도전에 완전히 무방비상태로 노출되고 있다. 곧 있을
일본 대중문화에 대한 우리의 연예산업 개방은 우리 영화시장의
미국에 대한 개방보다 훨씬 심각하고 역사적으로 민감한 의미를
지녀왔다.
