생산자물가지수
Producer Price Index: 생산자물가지수
국내시장의 제1차 거래단계에서 기업 상호간에 거래되는 commodities(상품)의
평균적인 price change(가격변동)를 측정하기 위해 작성되는 지수.
옛 이름인 'wholesale price index(도매물가지수)'에서의 'wholesale(도매)'의
의미는 wholesaler(도매상) 또는 대리점에서의 판매를 의미하는 것이 아니라
대량거래가 이루어지는 생산자 단계의 판매를 의미한다는 뜻이다.
따라서 지수작성에 사용되는 가격은 제1차 거래단계의 가격, 즉 domestic
products(국내생산품)의 경우는 value-added tax(부가가치세)를 제외한
producer sale price(생산자판매가격, 공장도가격)를 원칙으로 하고 있다.
반면에 수입품의 경우는 importer sale price(수입업자 판매가격)를 원칙으로
하고, 이것이 불가능할 경우에는 다음 거래 단계인 대량도매상 또는
중간도매상의 판매가격을 이용한다. 그 대상범위가 광범위해 일반적인
national economy(국민경제) 물가수준의 변동을 측정할 수 있고 이에 따른
commodities의 전반적인 수급동향을 파악할 수 있기 때문에 보통
general objective index(일반목적지수)라고 한다.

Constructed Export Price Offset

When it is not possible to base normal value and export price (CEP or CEP) on sales at the same
level of trade, the law provides, subject to certain conditions, for an adjustment to normal value.
However, where the Department establishes different functions at the different levels of trade,
but the data available do not form an appropriate basis for determining a level of trade
adjustment, the law provides for a limited adjustment in the form of the "constructed export price
offset." This adjustment does not apply in export price comparisons, and the Department will
make the adjustment only when normal value is established at a level of trade more remote from
the factory than the level of trade of the constructed export price. The offset is a deduction from
normal value in the amount of indirect selling expenses incurred in the comparison market. The
amount of this deduction may not exceed (i.e., it is "capped" by) the amount of indirect selling
expenses deducted in calculating constructed export price. (Section 773(a)(7)(B) of the Act and

구성수출가격 상계(Constructed Export Price Offset)

동일한 거래단계에서의 판매에 대한 정상가격과 수출가격(또는 구성수
출가격)을 비교할 수 없을 때에는 일정한 조건을 충족한 경우 정상가격
을 조정하는 것이 법률상 허용되어 있다. 그러나 상무부가 상이한 거래
단계에서의 서로 다른 기능들이 존재함을 입증하였지만 거래단계차이 조
정을 위한 적절한 자료가 없을 경우 "구성수출가격 상계(offset)"의 형태
로 제한적인 조정을 하게 된다. 이 조정은 수출가격비교에는 적용되지
않으며 상무부는 정상가격이 구성수출가격의 거래단계보다 공장도에서 먼
거래단계에서 이루어졌을 때에만 이 조정을 반영한다. 구성수출가격
상계는 정상가격으로부터 비교시장에서 발생한 간접판매비 금액만큼
차감하는 것을 말한다. 이때의 차감금액은 구성수출가격을 계산할 때 차감
