국가재정에 의존하고 있는 기업. 그 목적은 설립의 여러 조건에 의해
다르나 국가자본의 한 형태라 할 수 있어 국가의 정책적 의도가 개입하는
사례가 많은 것이 특징이다. 또한 사적 자본과 함께 국가 자본으로서
사회적 총자본을 구성하고 surplus value (잉여가치)를 창출하며 이윤을
분배한다. 그러나 맹목적인 이윤 추구 없이 직 · 간접으로 사적 자본의
이익에 기여한다는 공적 역할론을 바탕으로, 사적 자본으로서는 곤란하거나
불가능한 사업을 담당한다든지, 타산업에 대해 생산물을 저렴한 가격으로
공급한다든지, 또는 저리의 융자에 의해서 사적 자본의 손실을 보상하는
우편, 통신, 교통 등의 공공성이 높은 사업을 영위한다. 따라서 그 경영이
공익성을 우선한다는 공익원칙에 따라 행해지는 것이 보통이며 최근에는
국가적 재정부담을 줄이고 관료적 운영을 방지한다는 명목으로
self-supporting accounting system (독립채산제)을 강화하고 기업성을
높이는 추세에 있으며 때로는 privatization (민영화)을 실시하는 사례도
늘고 있다.
