(1) 인간이 21세기 초반의 예측할 수 없는 격변의 세계에서 일어날 모든 가능성에 대비한다는 것은 불가능하다. 따라서 국가의 임무는 돌발적 사태에 대비하기 위하여 군사력, 경제력 외에 사회를 조직화하여 이를 원활하게 운영하는 것이다.
It is impossible for men to prepare for every possibility that is waiting to happen in an unpredictable world of upheavals, in the early 21st century. Therefore, what a country should do is to organize its society as well as military and economic capabilities and to manage them with little friction so that it is well armored for unexpected incidents in the future.

However, the chaebol have continued to grow fat. Year after year,
they have intensified their grip on the national economy. They are so
strong now that they exercise a large influence even in socio-political
and other non-economic fields. Hence the nation is often infamously
called ``the Republic of Chaebol.'' In other words, the government policy
of preventing the chaebol from growing further has failed.
그러나 재벌은 계속 비대해지고 있다. 해가 갈수록, 국가 경제력의 재벌집
중 현상은 심화되고 있다. 그들의 세력은 너무나 커져서 사회-정치 분야를
위시한 비경제분야에 이르기까지 영향력을 행사하고 있다. 그래서, 수치스럽
게도 한국은 "재벌 공화국"이란 말도 들린다. 다시 말해서, 정부의 재벌 성
장 억제 정책은 실패한 것이다.

We have on no small number of occasions seen beautiful individuals give their hard earned savings back to society, and through them we have seen that our society is wholesome and alive.

일본 내 대표적 지한파 경영인으로 꼽히는 다카스기 노부야 전 한국후지제록스 회장이 일본의 한국에 대한 수출 규제는 한국 경제력을 과소평가한 것에서 비롯된 비효율적 전략이라고 평가했다.

CHAPTER IX THE ECONOMY
제119조 ①대한민국의 경제질서는 개인과 기업의 경제상의 자유와 창의를 존중함을 기본으로 한다.
Article 119
(1) The economic order of the Republic of Korea shall be based on respect for the freedom and creative initiative of enterprises and individuals in economic affairs.
②국가는 균형있는 국민경제의 성장 및 안정과 적정한 소득의 분배를 유지하고, 시장의 지배와 경제력의 남용을 방지하며, 경제주체간의 조화를 통한 경제의 민주화를 위하여 경제에 관한 규제와 조정을 할 수 있다.
(2) The state may regulate and coordinate economic affairs in order to maintain a balanced growth and stability of the national economy, to ensure proper distribution of income, to prevent domination of the market and abuse of economic power and to democratize the national economy through harmony among the economic agents.
