"There remains a complete lack of trust of the Iraqi
government and particularly President Saddam Hussein, who
continues to employ the inflammatory rhetoric and propaganda

A western diplomatic source said that a change in Iraqi
policy toward Kuwait is unlikely to come with Saddam still at
the helm.

increased easing of tensions, but before Iraq has consented
to (the U.N.) resolutions, it's a no-show," he said.
