synopsis는 어떤 제목에 대해서 개관을 주는 압축된 진술이다. 현대 영어에서는 소설이나 극의 이야기 줄거리(plot)를 압축해서 말하는 것을 가리키는 데에 보통 쓰인다.

The following is a list of activities that you will need to perform during the
initiation/dismissal phase of your case. Before you start your analysis, always check with
your team leader or supervisor to ensure that there are no other significant activities that
you will have to address.
1. Insert appropriate information into the Lotus Notes case tracking system.
2. Check with the ITC analyst to determine that the petition was filed on the
same date with both agencies.
3. Determine the names of your team members from OP, CCIA, and, if
appropriate, OA. Ensure that they all have a copy of the petition, and advise
them of the date for the team discussion of petition problems.
4. Analyze the petition using the "Antidumping Investigations Initiation
Checklist" found in Section VII of this chapter. Also do a like product
analysis as described in part B of section IV of this chapter. See the like
product memo written for Nails from the PRC.
5. If a draft petition was previously filed and reviewed by another analyst,
determine whether problems identified at the draft stage have been corrected.
6. Meet with your team members to discuss problem areas in the petition.
7. Arrange a meeting for the team with your supervisor or PM to review problem
areas in the petition. Determine what issues need to be brought to the
attention of the OD.
8. Set up a meeting with the OD to discuss significant problem areas.
9. Prepare a memo outlining the significant problem areas for the OD's meeting.
Have the memo approved by your supervisor or PM, and submit it to the OD
the day before the scheduled meeting.
10. After the OD meeting, advise the petitioner of all deficiencies that need to be
corrected. Set a due date for submission of supplemental information that will
allow enough time for analysis and concurrence meetings with the OD and
DAS.
11. Begin to prepare the initiation package as described below.
12. Give the initiation package to your team members for comments and then to
your supervisor or PM once the team comments are incorporated.
13. Incorporate your supervisor's or PM's comments, and set up separate meetings
with the OD and DAS. Sometimes the OD will combine his/her meeting with
the DAS's meeting. Check with your supervisor to determine if this is
appropriate.
14. Place the initiation package in the formal review chain (see Chapter 12, I.E.
for review chain information).
15. If it is determined that the petition is not adequate and a dismissal is
warranted, see section VIII of this chapter.
다음 사항은 담당하고 있는 케이스를 조사개시/기각하는 단계에서
수행해야 하는 사항들이다. 분석을 시작하기 전에 팀리더 및 감독관과
함께 더 이상 다른 중요검토사항이 없다는 것을 항상 확인해야 한다.

되었는지 점검한다.
3. 정책국, CCIA, 또한 타당한 경우 회계국 소속 팀원을 결정하고 이들
팀원이 신청서 사본을 가지고 있는지 확인하고 신청서의 문제점에
대한 팀원 회의일자를 협의한다.
4. 이 장의 제7절에 나와 있는 반덤핑조사개시 체크리스트를 사용하여
신청서를 분석한다. 또한 이 장 제4절의 B에 나와있는 동종물품
분석을 수행한다. 중국산 못 사건의 동종물품 메모문서를 참조하라.
5. 신청서 초안이 전에 제출되어 다른 분석관이 검토한 경우 초안단계
에서 지적된 문제점이 교정되었는지 확인한다.
6. 신청서상의 문제점에 대한 토의를 위해 팀멤버들과의 미팅
7. 신청서상의 문제점을 검토하기 위한 감독관, 프로그램관리자, 팀원간
의 회의를 개최한다. 국장에게 보고할 문제점을 결정한다.
8. 중요 문제점을 토의하기 위한 국장과의 면담을 준비한다.
9. 국장과의 면담시 논의할 중요 문제점을 개관한 메모를 준비한다.
이 메모는 감독관이나 프로그램관리자의 동의를 받아 면담예정일자
전날에 국장에게 전달한다.
10. 국장과의 면담 후에 수정되어야 할 문제점에 대하여 제소자에게 알려
준다. 국장과 부차관보와의 면담 등에 필요한 충분한 시간을 가질
수 있도록 보충자료의 제출일자를 결정한다.
11. 다음에서 기술될 조사개시 조치의 준비를 시작한다.
12. 조사개시 조치 내용을 팀원에게 배포하고 의견을 받은 다음, 이를
반영한 조치내용을 감독관 및 프로그램관리자에게 배포한다.
13. 감독관과 프로그램관리자의 의견을 반영하고, 국장 및 부차관보와
별도의 면담을 준비한다. 때때로 국장과의 면담과 부차관보와의
면담이 동시에 실시될 때도 있다. 이렇게 하는 것이 타당한지
감독관과 협의한다.
14. 조사개시 관련 조치를 공식적인 검토모형에 배치한다.
(제12장의 IE를 검토모형자료 관련하여 참조)
15. 신청이 부적절하고 기각이 확실하다고 판정되면 이장의 제8절을 참조
한다.
