A few years ago I met a man who was running a freight elevator in one of the

Movement expenses are expenses directly attributable to bringing the merchandise from the

expenses may include freight and freight insurance charges, brokerage and handling fees, export
taxes, and warehousing expenses incurred after the merchandise leaves the original place of
shipment.

Normally, the product facility is considered to be the original place of shipment. However,
where export price, constructed export price, or normal value is based on a sale made by a
reseller unaffiliated with the producer, the Department may treat the place from which the
reseller shipped the merchandise as the original place of shipment. Sections 772)c)(2)(A) and
773(a)(6)(B)(ii) of the Act; section 351.401(e) of the regulations.)

운반비용(Movement Expenses)

운반비용은 상품을 판매장소에서 미국이나 외국시장판매의 인도장소
까지 운반하는데 필요한 비용이다. 이 비용에는 상품이 판매장소를 떠난
후에 발생하는 운반비, 운송보험료, 중개료와 취급비용, 수출세, 창고비용
등이 포함된다.

보통 생산시설을 판매장소로 간주한다. 그러나 수출가격, 구성수출
가격이나 정상가격이 생산자와 특수 관계없는 재판매상에 의한 판매에
기초하였다면 상무부는 재판매상이 상품을 판매한 장소를 판매장소로
간주할 수 있다. (법 제772조(c)(2)(A)와 제773조(a)(6)(B)(ⅱ), 규칙(19

소량화물의 혼재(Consolidation)

컨테이너 화물은 단일 하주의 화물량에 따라 FCL(Full Container Load)화물과
LCL(Less Than Container Load)화물로 분류할 수 있는데 중소하주들의 화물은 대
부분이 LCL화물에 불과하기 때문에 프레이트 포워더(Freight Forwarder)는
이들 LCL화물을 FCL화물로 조작하는 혼재기능을 수행한다.

이와 같은 혼재에는 두가지 종류가 있다.

① Buyer's Consolidation : 한 사람의 포워더가 수입업자(Buyer)로부터 위탁
을 받아 다수의 수출업자(Seller)로부터 화물을 집화하여 컨테이너에 혼재한 후
이를 수입업자에게 운송해 주는 형태로 이 경우 포워더는 보통 FCR(Forwarder's
Cargo Receipt)을 발행한다.
② Forwarder's Consolidation : 한 사람의 포워더가 다수의 수출업자로부터
화물을 집화, 혼재하여 수입국의 자기 파트너(또는 Agent)를 통해 다수의 수입업
자에게 수송해 주는 형태. 현재 우리나라 포워더의 대부분이 외국에 파트너를 두
고 화물집화 사업을 벌이고 있다.

한편 Forwarder's Consolidation중에서도 혼재화물 목적지가 항만으로 되어 있
는 것은 Port Consolidation 이라하며, 항만에 도착한 후 컨테이너에서 적출하여
다시 다른 목적지로 운송하는 것을 Multi Consolidation이라 한다.
C&F, CFR(Cost and Freight) 운임포함 인도조건
매도인이 지정된 목적항까지 물품을 운반하는데 필요한 비용 및 운임을
지급하여야 함.
Seller must pay the cost and freight necessary to bring the goods
to the named port of destination.
CIF(Cost, Insurance, and Freight) 운임보험료포함조건
매도인이 지정된 목적항까지 물품을 운반하는데 필요한 비용 및 운임을
지급하여야 하고, 매수인이 운송 중 물품의 멸실 또는 손상의 위험에
대한 해상 보험을 매도인이 부보하여야 함.
Seller must pay the costs and freight necessary to bring the goods
to a named port of destination, and must also procure marine insurance
against the buyer's risk of loss to the goods during the carriage.
LCL 화물(Less than Container Load)
LCL 화물이란 화물량이 적어서 컨테이너 한 개를 채울 수 없는
소량 화물을 말합니다. 그래서 1개 컨테이너에 여러 개 회사의
화물을 혼적(Consolidation)하여 싣게 되는데 이러한 화물을
LCL 화물이라 하며 이러한 화물은 CFS (Container Freight
Station)에 반입되어 목적지별, 화물종류별로 분류되어
하나의 컨테이너에 적재하게 됩니다.

FCL 화물(Full Container Load)
FCL 화물이란 컨테이너를 단위로 하여 운송할 수 있는 대량화물을
말하는데, 즉 1개 컨테이너에 1개 회사의 화물이 적재되는
경우를 말하며, 이러한 화물을 FCL 화물이라 합니다.
이러한 FCL 화물은 CY (Container Yard)로 입고 됩니다.
